Overview and Functions of Post
The UNESCO Office in Iraq is implementing the Phase III of the project Reviving Mosul and Basrah Old Cities. The aim of Phase III of the project is to create the right conditions for local stakeholders to take over the process of urban and cultural revitalization by supporting them to develop policy frameworks while building up capacities at each step of the process: decision makers, community representatives, academics, technical agents, and workers involved in the recovery of the Old Cities and the promotion of their cultural life.
The specific objective of Phase III is the creation of jobs in Mosul and Basrah driven by the endogenous reconstruction of the built heritage of the Old Cities and by a revived cultural life led by local stakeholders. Four project outputs articulate the activities of the project:
1. The increased ability of the Public and Private Sectors to engage and participate in the urban heritage recovery process of Mosul and Basrah.
2. The improved technical skills of the stakeholders involved in the reconstruction and rehabilitation of Mosul and Basrah’s urban heritage.
3. The recovery of the Old Cities of Mosul and Basrah driven by the reconstruction and rehabilitation of heritage buildings and spaces.
4. A revived cultural life contributing to community engagement, social cohesion, awareness raising, income generation and job creation.

The project will focus on youth employment and building the capacity of the institutions and actors, public and private, involved in the rehabilitation and safeguard of cultural heritage assets.
UNESCO is seeking a highly qualified Electrical Engineer to join its team in Basrah.

Main duties and responsibilities:
Under the overall authority and supervision of the Head of Culture Unit/Programme Specialist, of the Senior Project Officer, and the direct supervision of the Senior Architecture Advisor and Basrah Team Leader, the incumbent will assist in the implementation of the technical components of the project in Basrah:
Provide technical guidance and field support to UNESCO in activities related to the rehabilitation and restoration of historical housing, monuments, or any other buildings with a focus on electrical interventions and the upgrading of secondary infrastructure as found necessary. Under the technical supervision of the Team Leader, conduct technical assessments on damaged historical houses, infrastructure and monuments in designated areas and draft assessment reports on the condition of electric and new installations. Under the technical supervision of the Team Leader, provide support to the work groups/ design team and help them identify conflicts between electrical installations/ requirements and architectural design. Under the technical supervision of the Team Leader, provide technical supervision and monitoring of electrical works, overseeing implementing partners and third-party contractors on site, to ensure quality control and cost-effectiveness. Investigates defective electrical installations that are deemed insecure and liable to fire, shock or other hazards and includes them in the documentation with suggestions for corrections. Review and understand project related drawings, specifications and applicable building codes. Perform special inspections in the field for project document and code compliance. Perform routine field tests in accordance with electrical standards of existing electrical systems to ensure that they are in working condition. Manage necessary testing of electrical components and interpret test reports. Provide appropriate technical support to contractors and implementing partners, by identifying problems and issues to be addressed, proactively initiating corrective actions in coordination with UNESCO Engineers and UNESCO Team Leader, ensuring timely follow-up as and where necessary. Assist in monitoring of the construction market, including the availability of locally sourced materials, and any relevant changes in labour construction costs. Facilitate field visits as required by UNESCO Management.
Draft and submit progress reports on project activities, including the calculation of human/days by skilled and unskilled labour and expenditures, on a weekly basis or as required to the Team Leader. Coordinate and liaise with stakeholders, including government counterparts, other UN agencies, and implementing partners on matters related to electrical works. Establish and maintain respectful, smooth relationships with beneficiary communities and relevant local authorities and partners. Perform any other duties assigned by the UNESCO Team leader or Management.

Academic qualifications



• Bachelor’s Degree in Electrical Engineering required.
• An advanced degree (Master's or PhD) in Electrical Engineering is desirable.

Work experience



• At least 5 years of related work experience as an Electrical Engineer is required.

Competencies and Skills



Knowledge of construction procedures, electrical building components, applicable standards and Electrical codes (NEC, IEC, NESC, etc). IT literate –a sound working knowledge of Microsoft Office, CAD, and other software packages Previous work experience with a multilateral or international organization in the Basra Governorate is an asset. Team-oriented, problem-solving skills and decision-making ability. The ability to organize work and multi-task. Detail oriented, self-motivated, enthusiastic and flexible. Good written and verbal communication skills and strong organizational skills. A good knowledge of English as a language of professional work and communication.

Language requirement



• Excellent knowledge of spoken and written English and Arabic is required.
• Knowledge of any other UN language (French, Spanish, Chinese, Russian) is desirable.
