Job Description

Overview:
The USAID/Iraq Monitoring, Evaluation, and Learning Activity (IMELA) will deliver a comprehensive range of monitoring, evaluation, and learning (MEL) services to support evidence-based decision-making for USAID/Iraq. These services may encompass assessments, performance and impact evaluations, third-party monitoring, data quality assessments (DQAs), and specialized studies.
The Deputy Chief of Party (DCOP) will serve a critical function in supporting the Chief of Party (COP) by leading key aspects of project planning, implementation, and oversight while ensuring efficient coordination with USAID and other strategic stakeholders. The DCOP will provide high-level technical and managerial direction in critical areas, including performance and impact evaluations, sector assessments, baseline studies, evaluation methodologies, research design, third-party monitoring, performance management, and capacity strengthening for Monitoring, Evaluation, and Learning (MEL). Additionally, the DCOP will oversee the execution of capacity-building strategies and drive the integration of evaluation insights to foster evidence-based decision-making, programmatic learning, and adaptive management.
This position is contingent upon award and will be based in Baghdad or Erbil, Iraq
Responsibilities
Essential Duties/Tasks and Responsibilities:
Provide overall technical direction to the project team on monitoring methodology and data analysis, providing sound, ethical and verifiable data collection and analysis. Design the technical monitoring plan and lead engagement with IPs, ensuring integrity of data and the overall monitoring system. Contribute to the design, piloting and revision of data collection tools based on client and field needs. Responsible for administration and operations for the monitoring project, including personnel management. Includes managing and assisting the field monitors, and ensuring proper training. Collaborate with the Chief of Party in performance management systems, financial management, and timely completion and submission of all activity deliverables. Responsible for day-to-day supervision of staff and resources of activities under the contract. Coordinates work with local subcontractors and monitoring and evaluation staff. Coordinate with local staff of USAID implementing partners, Iraq government officials, academics, donors and other stakeholders. Contribute to overseeing and coordinating the staff training and building local capacity for monitoring and evaluation staff and/or subcontractors. Other duties as assigned.
Qualifications
Minimum Requirements:
A minimum of eight (8) years of experience managing development projects (particularly in M&E) in developing countries, with a strong preference for experience in Iraq. Demonstrated experience in M&E plan design, data collection, and conducting qualitative and quantitative field research. Proven expertise in USAID project management, including knowledge of US federal regulations and compliance standards. Demonstrated experience working on MEL-focused projects, specifically with third party monitoring (TPM). Demonstrated relevant professional work experience, preferably in the MENA Region or non-permissive environments. Demonstrated managerial and operational experience at all levels. Fluent in English. Demonstrated experience managing expatriate and local staff in humanitarian, development or transition programs in conflict zones. Excellent interpersonal, time management and communication skills required. Proven track record of supporting complex activities involving coordination with multiple stakeholders, especially in Iraq. Exceptional written and oral communication and presentation skills.
Education:
Masters degree in international development/studies, economics, business, statistics, or a related field required, or a related field (Master’s degree or MBA preferred).
Preferred Knowledge, Skills and Abilities:
Knowledge of the Iraqi operational context, including local governance and compliance requirements. Experience working with USAID programs in Iraq and a solid understanding of Collaborating, Learning, and Adapting (CLA) principles. Demonstrated leadership experience in senior roles such as team manager, deputy project lead, DCOP, or technical advisor on multifaceted donor-supported projects. Advanced proficiency in Arabic
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: Travel within Iraq may be required.
Work Authorization: Candidate must be authorized to work in Iraq and including the Kuriditan Regional Government (KRG).
