BlackRock is currently seeking a passionate, motivated professional to join as Employment Tax Enablement Lead
As a member of BlackRock's Employment Tax team, this role will be responsible to lead our Employment Tax Enablement Team, focusing on driving our global employment tax operations. This is a People Manager role for a senior leader who can collaborate closely with teams across HR including Talent Mobility, Payroll, Immigration, Compensation & Benefits, Talent Acquisition, Mobile Employee Operations, as well as partners outside of HR in Corporate Tax, Finance and Legal & Compliance.
The Employment Tax team provides internal tax advisory, develops key tax related policy and drives strategic and tactical initiatives supporting BlackRock's employment tax governance with a focus on the cross-border population. This consists of employees working in a location different from their employment location and includes employees on business travel, working remotely and employees participating in the Global Talent Mobility program.
The role requires a deep knowledge of global employment tax and cross border individual tax, a focus on risk mitigation and experience with leading tax compliance for business travel and mobility programs globally. Vendor management and project management skills will also be needed.
The role will also support APAC region for Employment Tax matters and be the single point of contact for BlackRock executive employees and stakeholders. Responsibilities:
Be subject matter specialist relative to all individual tax matters for a mobile employes. This includes ownership and development of employee income tax related policies, processes and initiatives.
Support the Head of Employment Tax in the evolution to a highly scaled Employee Tax Ecosystem to meet the demands of the many new challenges and risks presented by the post-pandemic work environment.
Support wider business transformation initiatives, performing due diligence related to onboarding of employees related to M&A activity, including review of cross-border intercompany secondment arrangements.
Provide global mobility-related tax expertise to Talent Mobility Partners, HR Business Partners, Payroll team members and business units
Help manage the Global Business Travel Tax program, identify shadow reporting requirements globally and cross border payroll requirements due to business travel.
Manage Tax Equalized (TET) accruals, BT Tax Advances monthly GL reconciliations, advise on multi-country payroll requirements for all mobility policy types, comp collect and imputes.
Manage the complexities of employer reporting and tax withholding obligations associated with the delivery of incentive compensation for RSUs, Cash Bonuses and other Deferred Compensation Programs to domestic and mobile employees in multiple jurisdictions.
Support Immigration and Relocation Programs, work with relocation partner and payroll to administer reimbursements for processes related to International assignments, tax payments and any escalated issues.
Manage ServiceNow tax escalations from employees and other stakeholders.
Work with Payroll and Compensation and Benefits teams to enhance employment tax controls and processes to support our employment tax reporting obligations
Manage all aspects of program enhancements, including competitive RFPs, negotiations and implementation
Deliver a personalized experience to executives and act as a key point of contact on inquiries
Monitor programs to ensure operational compliance with internal guidelines and country regulatory requirements
M&A support related to employment tax, as well as periodic operational support of Compliance and Regulatory initiatives
Qualifications:
Bachelor’s/Master's degree or CA and equivalent experience in business or related field
8-15 years of experience in relevant field
Strong knowledge of Employment Tax in the financial services industry, with experience in design, compliance, and operations managing a team.
Proven management level experience in HR employment and mobility tax globally
Preferred candidate to have Accounting firm experience in developing policies and ability to provide guidance and recommendations for scaling the Global Mobility programs
Understanding of HR processes and HR information systems like Workday, ServiceNow, Business Traveler Tracking and Equity Administration systems
Knowledge and experience working with tax, legal, compensation and immigration issues
Excellent organization and communication skills with great attention to detail, while focusing on stringent deadlines, managing concurrent high priority initiatives
Ability to work on assignments that are complex in nature, requiring judgment in resolving issues or making recommendation.
Strong analytical and problem-solving skills; ability to perform detailed analysis of problems and identify resolutions
Advanced computer literacy: Advanced Microsoft Office and Excel skills a requirement
Results-oriented; successfully handles multiple tasks, takes initiative to improve own performance
Ability to develop relationships with people at all levels of the organization and a broad base of stakeholders
Strong written and oral communications skills and the ability to deliver exceptional client service
Able to thrive in a global work environment where teams may be spread amongst multiple locations
