Job Background:
The Banking and International Risk (BIR) organization is led by Cheryl Boucher, Chief Risk Officer (CRO), who reports directly to Citi's CRO, Zdenek Turek. BIR oversees risk management of Wholesale Credit Risk (WCR), International and Legacy Franchises, providing second line of defense (2LoD) oversight, review and challenge over our lending and counterparty credit activities globally. We collaborate with our key partners in the first line of defense including Institutional Credit Management (ICM) function to manage capabilities across our Wholesale Credit businesses, underpinned by a common WCR Framework and Policy. Our joint effort is enabled by clear ownership and accountability. Our Mission is to build an industry-leading Banking & International risk management, with a commitment to continually enhance our end-to-end capabilities through investments in our people, processes, technology, and controls, ultimately bringing success to the Franchise.
This role is part of the WCR Independent Risk Quality Assurance (IRQA-WCR) function, whose objective is to independently assess whether the established standards, procedures, processes and controls relating to Wholesale Credit Risk (WCR) management are followed and consistently applied across the WCR portfolios in scope of the Program. This objective is achieved by providing assurance to senior management through identification and reporting of thematic deficiencies, operational weaknesses, risk associated with the specific areas, training needs, and processes and quality deficiencies.
The QA Program is executed through the completion of Quality Assurance Reviews (QARs) and ongoing monitoring of the in-scope processes and controls. QARs are performed after an in-scope credit risk management activity is completed and are aimed at providing added assurance to senior management by identifying and reporting thematic (as opposed to case-specific) deficiencies, operational weaknesses, risk associated with the specific areas, training needs, and processes and quality deficiencies.
The IRQA-WCR staff are independent of the functions and businesses, and have no direct execution responsibility over, the processes and controls subjected to the QA process.
The advertised role of IRQA-WCR Function Head is responsible for setting the global strategy for and leading the execution of risk-based QARs and ongoing monitoring of under the IRQA-WCR Program in accordance with the coverage universe. This role reports directly to the Global Head of IRQA-WCR.
Responsibilities:
Executing the global strategy set by the Global Head of IRQA-WCR through the implementation and ongoing delivery of a robust IRQA WCR Program, including ownership of Quality Assurance Entities (QAEs) and associated processes
Assessing whether wholesale credit risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite and all policies and processes established within the risk governance framework.
Acting as the main point of contact and subject matter expert (SME) for the senior management, including facilitation of key discussions/ problem solving engagements with the relevant Business Accountable Executives (BAEs) and Portfolio Leads
Providing leadership, including:
Reviewing and approving key documents and templates relating to the Program, to drive effective implementation of a risk-based QA Coverage Plan (QACP)
Acting as the main point of contact for interaction with senior management and staff of the portfolios, processes and controls in scope
Reporting and monitoring of remediation of thematic Concerns and other findings identified in the QARs
Providing oversight and guidance over the assessment of complex issues, structure potential solutions and drive effective resolution with stakeholders.
Synthesizing QAR results and supporting the Global Head of IRQA-WCR, where required, in presenting the key themes and trends to various Governance and oversight forums, senior management within WCR, Internal Audit, regulators, Global Risk Review (GRR) et al
Assisting in the establishment and enhancement of the IRQA-WCR Standards, Procedures, Risk Assessments, and controls to drive effective QA coverage and standards
Attracting, developing, and retaining top quality talent so that the IRQA teams are sufficiently staffed to effectively execute their mandate and that staff have the appropriate level of knowledge, training, and experience to perform their responsibilities
Staying abreast of relevant changes to rules/regulations and other industry news including regulatory findings.
Supporting the Global Head of IBQA-WCR on internal projects and initiatives
Supporting Voice of the Employee (VOE) as well as diversity and inclusion initiatives
Travel (less than 10%)
As a successful candidate, you’d ideally have the following skills and exposure:
Qualifications:
12+ years’ experience in Risk and people management, with specific expertise in Wholesale Credit Risk
Demonstrable quality control / quality assurance experience, including 7-10 years in banking, credit risk management, internal audit, loan review or quality assurance review function at an investment or large commercial bank
Deep knowledge of Wholesale Credit Processes and organizational awareness, covered portfolios, and processes relating to Wholesale Lending as well as CounterpaRiskrty Credit
Proficient understanding of policies and procedures with the ability to execute change seamlessly
Exceptional knowledge and experience on designing and implementing a robust Quality Assurance framework, from initial assessment of concerns and monitoring strategy, execution of scripts and procedures, development of housing infrastructure and database maintenance, reporting to senior management of observed findings, and continuous improvement, working closely and independently to the Global Head of IRQA-WCR
Strong grasp of the lending wholesale credit risk covered process, to evaluate findings within the Quality Assurance process, determine materiality, and partnering with in-line makers and checkers for ongoing improvement, problem detection, and sustainable remediation
Significant experience in preparing presentations for seniors
Outstanding awareness and adherence to the control environment including Quality Assurance and Quality Control
Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary.
Experience in managing cross-functional teams, and exposure to management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.
Education:
Bachelor’s/University degree or equivalent experience, potentially Masters degree
