Post/Job Title Senior Research Officer, UNICEF Job Purpose Dr. Shyama Prasad Mookerjee – National Institute for Water and Sanitation (SPM-NIWAS) under Ministry of Jal Shakti is envisaged as a premier institute to develop capacities in states/UTs in the field of public health engineering, drinking water, sanitation, and hygiene through capacity building. It has been working extensively on capacity building activities of stakeholders under Jal Jeevan Mission. It is also involved in research activities to explore, support and enhance the capacities of PHED officials and bring in the latest innovations into mainstream activities.
As a Senior Research Officer located at SPM-NIWAS, Kolkata, you will play a pivotal role on leading and managing various activities. You will be responsible for overseeing the planning, implementation, and coordination for the activities mentioned in the below given table, ensuring they align with organizational goals and deliver positive impacts on rural communities.

Principal Accountabilities & Responsibilities Programmatic Support:
Capacity Building
- Support KRCs and states in preparation of capacity building action plan on community engagement, mobilization, and IEC activities.
- Support capacity building activities for strengthening of Implementation support agencies (ISAs) towards demand generation and handholding for implementation, functioning of KRCs and State functionaries.
- Review KRC and ISA activities and provide recommendations for improvements.
- Support towards organizing National/Regional workshop on capacity building.
- Coordinate with Rural Water Partner’s Forum (RWPF) towards capacity building activities
Trainings
- Impart training on selected subject area (after getting trained in selected subject area over the period of time)
- Content development and updation of existing training materials by bringing in new concepts.
- Pre and post assessment during the training
- Collection and analysis of Participants feedback on training subject, content, resource materials and training delivery
- Analysis of Trainers’ feedback on training content, training arrangements and training delivery
Certificate course on Operation and Maintenance of Rural Water Supply Schemes under JJM
- Support towards course structuring and operationalization
- Coordinate between partner institutions and SPM-NIWAS for smooth operationalization.
- Mobilize the participants from UNICEF supported states
- Bring in the subject experts to strengthen the course delivery and enhance its effectiveness
- Pre and post assessment of participants and follow up with the participants for effectiveness of the course
- Facilitate the on-line course delivery through SPM-NIWAS Digital Academy
- Facilitate technical partnership of UNICEF with SPM-NIWAS
Summer Internship
- Facilitation of summer internship Programme to Professor Chairs of MDWS at SPM NIWAS
- Identification of subject areas and key deliverables for summer internship Programme
Support to interns in terms of coordination with states and field teams towards research study, data collection and field visit
Institutional Support:
Operation and Maintenance Policy
- Understand the requirements of O&M policy development and its enactment
- Support towards adoption of review mechanism of existing O&M policies of the states and derive recommendations to fill the existing gaps through UNICEF – IIM Bangalore partnership
- Handholding/support to the states in development of O&M policy/review of existing policies and adapt it as per the mission objectives
Water Quality Monitoring and Surveillance (WQMS)
- Understand the overall WQMS activities with reference to WQMS Protocol.
- Develop understanding on NABL Accreditation for microbiological testing and NABL sustenance for chemical testing through UNICEF – QCI partnership
- Handholding/support to the states for NABL accreditation for microbiological testing and review of laboratory systems
Climate Resilient Water Supply
- Understand the need of the climate resilient water supply system (source sustainability measures) for long term sustainability of rural water supply schemes through UNICEF- IRAP partnership.
- Support and handholding states in development of operational guidelines on planning, design and O&M of water supply schemes for the different typologies (climate resilient water supply)
- Capacity building of states functionaries on the use of operational manual for climate resilient water supply
Coordination Support:
- Primary focal point for participants, resource persons and other officials for all travel and logistics arrangements before, during and after training
- Coordinate with participants, state focal points, resource persons and other officials
Establish and maintain relationships with external vendors (hotels, travel, agencies, catering services) to ensure quality services.
Qualification and Personal Profile Master’s degree in Civil Engineering/Rural Development/Social Work/Public Health, or related field
Other Skill and Ability Requirements - Minimum of 3-4 years of experience in research, project management, or technical advisory roles related to water supply, sanitation, or rural development.
- Strong understanding of capacity building, rural management, community development, and challenges in context of rural water supply systems.
- Excellent project management skills, including budgeting, monitoring, and evaluation.
- Excellent communication skills, with the ability to effectively engage with stakeholders, facilitate workshops and trainings, and present findings in a clear and compelling manner.
- Demonstrated ability to work independently as well as collaboratively in multidisciplinary team environment.
- Ability to think strategically, solve problems, and make informed decisions.
- Prior experience working with government agencies, NGOs, or international development agencies is desirable.
- Fluency in English with command of Hindi is preferred.
