Job Summary:


Responsible for formation, administration, and close-out of large, moderately complex subcontracts for civil infrastructure, energy, and mining & metals sector in accordance with established policies and procedures. Performs tasks as assigned, including bidder prequalification, bidder lists preparation, bid solicitation, bid analysis, negotiation and execution of subcontracts, administration, and close-out. 


Participates in project schedule planning, staffing plan, job-hour calculations, budgeting, subcontract procedures and contract pro-formats preparation. 


Major Responsibilities:


  • Develops and issues subcontracts and services agreements, with minimal supervision as assigned by performing the following:
    • Prepares bidders’ lists and pre-qualifies bidders
    • Preparation of project/package specific commercial Terms and Conditions
    • Assist and/or guide Engineering, Construction and/or Operations in the preparation of the Service Requisition and Scope of Work
    • Forms bid request packages
    • Issues bid request packages to approved bidders
    • Receives bids
    • Coordinates technical evaluation of bids by other disciplines (Engineering, Construction, ES&H etc)
    • Evaluates bids techno-commercially
    • Coordinates for techno-commercial clarifications with Bidders
    • Directs negotiation in the commitment of subcontracts
    • Inhouse estimations for JH and price benchmarking
    • Prepares Commercial Bid Summary and recommendation letter
    • Recommends and secures approvals in accordance with established procedures
    • Prepares subcontract documents for execution
    • Prepares and maintains control and status reporting documents
  • Prepares and organizes assigned subcontracts sponsored meetings, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client and subcontractor on all contractual matters. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.
  • Administers assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration and other major matters
  • Administers moderately complex contract changes by negotiating with customer personnel and obtaining settlement
  • Administers information programs to ensure mutual understanding of contract terms and conditions

Education and Experience Requirements:


  • Familiarity with general construction and contracting practices
  • Minimum 10 years professional related experience of working on global projects with a reputed Engineering and Construction Company.
  • Degrees in the areas of Contracts / Construction Management, Law, Civil/Mechanical Engineering is preferred
  • Basic computer skills including Microsoft Office (Excel, Word, Power Point)

Required Knowledge and Skills:


  • Knowledge and experience in the formation of subcontracts and services agreements, including terms and legal requirements.
  • Hands on experience in formation and administration of subcontracts for civil infrastructure/energy/mining & metals sector projects.
  • Effective communication skills both oral and written. Strong attention to detail and commercial awareness
  • Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors
  • Demonstrates good judgment in selecting methods and techniques for obtaining solutions
  • Networks and connects with senior internal and external personnel in own area of expertise
  • Knowledge of law, negotiations, accounting or cost engineering gained through education or experience.
  • Knowledge and understanding of the project functional groups and company policies, procedures and work practices.
