Project Overview:
Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. The positions on the project will start as assignment in Navi Mumbai, Dahej or Nagothane. Job Summary:
The Site Quality Manager will be expected to become familiar with the Energy and Project Quality Management System and assist Project Quality Manager in performing day to day quality related activities. The Site Quality Manager will be required to plan and implement work using independent judgment and prior experience in the quality area.
In this role, you will apply quality methodologies to lead complex engineering project activities. You will provide oversight of design verification, and develop quality management system tools, metrics, and goals. You will lead in identifying and assessing risks, evaluating corrective actions, and monitoring the quality program. Your work will contribute to project success by mitigating risk and resolving issues. Major Responsibilities:
Review Prime Contract documentation and Project procedures/ instructions.
Review Project Quality Plan (PQP) and help implementation.
Execution of People Based Quality (PBQ) program on Project.
Provide and coordinate input to Project metrics on a monthly basis; review Project metrics implementation so that necessary actions are identified and applied in an effort to remain within the identified specification limits of the Project quality metrics.
Regularly assess the status and adequacy of the implementation of the Project QMS and report results to the Project Manager.
Coordinate Key Activities for Successful Execution (KASE) implementation.
Maintain and control Project quality records.
Act as a Corrective Action Program (CAP) admin and utilize Closed Loop Corrective Action (CLCA) and track, review, and process Condition Reports and Recommendations.
Perform Project QMS indoctrination, orientation and awareness sessions, as applicable.
Interface and coordinate with other members of the PMT.
Interface with suppliers/sub-suppliers, subcontractors/sub-subcontractors and Project execution locations for quality audits or quality concerns.
Develop and implement the Project Quality Audit & Surveillance Schedule, the level and frequency of audits will be based on supplier and subcontractor’s performance and / or risk-based analysis.
Coordinate, manage, and perform internal and external quality audits/surveillances as per audit/surveillance schedule.
Document the review/evaluation of audit results and recommend to the PMT any additional controls/help required.
Participate in development and mitigation of Project risks.
Perform Gap Analysis as applicable.
Prequalify suppliers and subcontractors and evaluate suppliers and subcontractor’s quality system capabilities and controls.
Coordinate, review, and approve suppliers/sub-suppliers, subcontractors/sub-subcontractors and Project responses to deficiencies identified as a result of Project quality audit and surveillance activities.
Review supplier and subcontractor submittals including quality manuals, procedures, Quality Plans, ITPs, and audit schedules.
Identify and incorporate applicable quality system requirements for suppliers and subcontractors in FMRs/SRs.
Lead/facilitate Project Root Cause Analysis utilizing an effective process for initiating, planning, and performing an analysis and reporting results of the analysis so appropriate corrective measures may be identified, documented, implemented, and verified to resolve condition(s) identified as adverse to quality and prevent recurrence.
Verify implementation of Best Practices (Lessons Learned). Collection, evaluation, and disposition of new Best Practices identified and documenting into DevonWay
Perform NCR, RFI, FCDs, Punchlist trending
Report weekly/monthly progress to Project Quality Manager or Project Manager.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
Required Knowledge, Skills, and Abilities:
Demonstrated experience with design controls, design verification and validation activities, process controls, construction or start-up activities, and risk management.
Good knowledge of Project Quality Management System, ISO 9001 certification at an enterprise level.
Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
Proven data analysis, data verification, and problem-solving abilities. Experience with statistical reporting and analysis. Demonstrated ability to apply data driven decisions to execute sound business acumen.
Ability to interact effectively and professionally at all levels of the organization (e.g., executives, managers, subject matter experts, peers, and help staff)
Ability to develop and lead process implementation and improvement in a team environment. Understanding of product quality improvement using tools such as Six Sigma, Lean methodologies etc.
Demonstrated ability to plan, organize, lead, and monitor a wide variety of team efforts to their successful conclusion. Excellent coaching, listening, presentation, and interpersonal skills.
