Job Summary:
Performs tasks involved in the formation and administration of purchase orders. Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders. Performs expediting activities as needed to ensure the timely delivery of materials and equipment to meet project needs.
Supervision Received:
- Reports to and receives operational direction from the Project Procurement Manager or assigned supervisor.
Supervision Exercised:
- None. May provide training and guidance to other purchasing personnel as required.
Contacts:
- Maintains working relationships with project Supply Chain personnel and project discipline personnel in order to perform assigned duties.
- Maintains working relationships with bidders and suppliers involved with the performance of assigned tasks.
Major Responsibilities:
- Performs tasks involved in the formation and administration of purchase orders.
- Communicates with suppliers and personnel within Bechtel to establish a clear definition of requirements and assure performance on purchase order terms and conditions.
- Prepares bidder pre-qualifications, bidder lists, negotiation plans, bid solicitations, bid analysis, award recommendations, and commitments, including aspects of purchase order administration.
- Understands and executes work in accordance with the project sourcing strategy, compliance with the project's approved manufacturers list, project financing considerations, and respective tariff and quota risks.
- Accountable to ensure appropriate approval authorities are obtained prior to executing commitments.
- Accountable to the project schedule to include planning and executing own work during the pre-award phase of purchase orders and post-award administration of procurements.
- Responsible for assigned orders from development through closure, to include engagement with engineering on purchase requisition development, the acquisition and delivery of purchases, and order closeout; to include supporting management of back-charges and claims.
- Contacts suppliers to obtain timely submission of engineering data and to follow-up on material acquisition, production progress, and shipment.
- Evaluates production schedules and progress reports from suppliers to determine if their programmes and work progress meet jobsite requirements.
- compiles the data needed to prepare the critical item reports or other supplementary reports as required.
- Coordinates with planning and scheduling, field material coordinators or jobsite project expeditors, and construction to establish priorities, sequences, and required delivery dates and instructs suppliers accordingly.
- Expedites Bechtel Engineering for the timely review, approval, and return of engineering data submitted by suppliers.
- Obtains copies of the supplier’s orders for material, performs sub-supplier expediting where necessary, and works closely with supplier quality representatives to ensure awareness of materials subject to quality performance and their locations of manufacture.
- Participates in pre- and post-award meetings to review and discuss schedules and potential problem areas that may impact required delivery dates.
- Coordinates shipping arrangements or tracking requests with the project traffic representative.
- Ensures supplier evaluation reports are input into the Supplier Information System.
- Reviews areas expediting assignments and recommends corrective action on problems identified in the reports.
- Prepares and organises assigned procurement-sponsored meetings, such as post-award kick-off or progress meetings, to ensure complete understanding and agreement between Bechtel, the customer, and the supplier on all purchase order matters.
- Attends project status meetings and reports the status of areas of responsibility. Participates in the procurement material status meeting, produces and distributes meeting minutes, and is accountable for closing open actions.
- Supports key or critical supplier relationships with the supplier's senior project personnel, executing orders to ensure the performance of the work.
- Accountable for the integrity of records management for the respective team as it relates to purchase order administration activities.
- Oversees supplier performance and causes to be initiated, appropriate notices including notices of back-charges/claims.
Education and Experience Requirements:
- A bachelor’s degree in engineering from a reputed University with 3-10 years of industry experience in purchasing and expediting function on Energy (Oil & Gas), Renewables (Solar) and other Infrastructure projects. Post-graduate specialization in Supply Chain Management preferred.
Required Knowledge and Skills:
- Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, back charge procedures, resolution of claims and disputes, and other such related steps.
- Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, and other services.
- Proficiency in oral and written communication
