Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.


*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is INR 2293587 yearly, less medical and pension deductions.


Introduction

ILO Country Office in India (CO-New Delhi) is implementing a development cooperation project entitled ‘Promoting Decent Work for Migrant Care Workers (MigrantCare Project)’ with support from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) under its Global Programme Setting Development-Oriented Migration (MEG). 


The ultimate objective of this project will be to ensure labour migration stakeholders in India promote decent work for migrant care workers with strengthened policy frameworks and institutional mechanisms, increased access to information, and quality migration services.


MigrantCare Project will adopt a gender-responsive, people-centered, whole-of-government, and whole-of-society approach to address the care sector's challenges by prioritizing the needs of migrant care workers. The project will explicitly reflect the needs of migrant care workers by incorporating solutions that address skills gaps, needs and opportunities, inform recruitment processes, and promote safe and fair labour migration, all of which are essential to enhancing decent employment opportunities in the care sector.


Key results expected from the project are –
1.    Improved technical capabilities of migration officials and relevant stakeholders on strengthening decent work opportunities for migrant care workers at both national and state level through the provisions of evidence-based research and capacity strengthening sessions.


2.    Increased institutional capacity and understanding on migration pathways, social protection, skills and qualifications, and access to justice, among key stakeholders


The position will be based in ILO-New Delhi.  


Within the policy and procedural requirements established by the ILO and the MigrantCare project, the National Project Coordinator will support the day-to-day programme implementation. They will ensure that the objectives stated in the project document are attained within the stated time frame and budget and ensure compliance with the ILO and the Programme's financial and operating procedures. The incumbent will work closely with various stakeholders including governments, trade unions, employers, civil society organisations and academics to support in providing technical support to achieve the project goals and objectives. The incumbent will promote ILO policies in the project related technical areas and other components of the ILO Decent Work Agenda. 
 


Reporting lines


The incumbent will administratively report to the Director, Decent Work team for South Asia and Country Office for India. The incumbent will receive technical guidance and support from the relevant Programme Officer. The incumbent will also receive technical guidance from Labour Migration Specialist, Gender Specialist, Social Protection Specialist, Skills Specialist in DWT-New Delhi, and other relevant specialists and technical specialists working on care economy in HQ.




Description of Duties

1.    Responsible for overall planning, implementation, monitoring and reporting of MigrantCare project in close coordination and guidance from Programme Officer.
2.    Develop concept notes, terms of reference and other relevant documents in order to design and implement planned activities under the project.
3.    Lead the process of assessment, evaluation and contracting of project partners, consultants and other service providers in close collaboration with finance and admin team 
4.    Conduct research and integrate technical inputs for reports and publications related to the project. Coordinate and/or provide inputs for studies, reports, training manuals, and other documents related to the project activities. 
5.    Follow-up with relevant technical officers with counterparts in organizations and line ministries at national and state level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets. 
6.    Coordinate and collaborate with other ILO projects on labour migration in India to build synergies, complementarity and joint actions to the extent possible. Collaborate with other external actors, particularly GIZ partners engaged in labour migration issues for collective results.   
7.    Promote the ILO labour standards on protecting rights of migrant workers. ILO resolution and frameworks on gender and care economy. 
8.    Ensure social dialogue, tripartism, gender equality and social inclusion issues are mainstreamed into project strategies and interventions.
9.    Prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action, as required 
10.    Liaise with project focal point in GIZ India Office on issues related with project, provide updates and share information as deemed necessary and facilitate involvement in strategic interventions.
11.    Participate in the organization of conferences, seminars, workshops, training sessions and meetings. Represent ILO in relevant forums as designated by the office and promote ILO’s normative frameworks and undertake missions to project sites independently or accompanying others.
12.    Supervise, review and guide the work of external consultants and project admin/finance staff.
13.    Perform other duties as may be assigned by Supervisor




Required qualifications

Education

First level university degree in economics, public policies, development studies or a relevant field. An advanced degree on studies on labour economics would be a strong advantage.




Experience

At least one year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.


Technical requirements: Good knowledge of labour migration, as well as care economy, gender, and social policies. Knowledge of the policy making process.




Languages

Excellent knowledge of the working language of the duty station and a good knowledge of English.

•    Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in India.

•    Good knowledge of the context and challenges for the project areas of expertise.
•    Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.
•    Good ability to interpret project information and to identify and analyze problems with implementation
•    Ability to communicate effectively both orally and in writing. Ability to clarify information
•    Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative.
•    Ability to work independently, quickly, precisely, and take initiative and responsibility.
•    Ability to work under pressure and to meet the deadline.
•    Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications. 
•    Ability to deal with people with tact and diplomacy.
•    Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
