You’ll make a difference by:
- The Government Tender Executive is responsible for identifying, preparing, submitting and managing tenders on various platforms such as GEM, State government portals, and central government e-procurement sites. The role involves meticulous attention to detail, strong organizational skills and a thorough understanding of the bidding process for public sector projects. The executive works closely with internal departments to ensure that all tender requirements are met and that the bid is competitive, complaint and timely.
- Bid Preparation & Submission:
- Involving careful review of tender documents and related terms and conditions.
- Analyze the possible implications of such terms and conditions and propose necessary representations to the tendering authorities.
- Attend pre-bid clarification meetings along with the technical teams.
- Gather and compile all required documents such as technical specifications, commercial proposals, financial statements and certificates.
- Prepare and submit tenders in accordance with the requirements outlined in the tender documents, including formatting, attachments and compliance checks.
- Ensure timely submission of bids as per company guidelines to avoid disqualification.
- Attending rate negotiations for approvals.
- Coordinating with Internal Departments:
- Liase with technical teams, finance and other relevant departments to collect necessary information and documents for the tender.
- Coordinate with legal and compliance teams to ensure adherence to all regulations and certifications.
- Post Tender Activities:
- Follow up on the submitted tenders, respond to queries, and clarify details during tender evaluation processes.
- Maintain proper records of submitted bids, including timelines, versions and status.
- Track the progress of tenders and communicate updates to stakeholders.
- Keeping track of earnest money deposits, performance guarantee deposits with government organizations and follow-up on refunds & responsible for submission of fortnightly report to management.
- Documentation & Compliance:
- Ensure that all tender related documents, licenses and certifications are up to date and meet government requirements.
- Maintain an organized repository of past tenders, contracts and related documents for audit purposes.
- Vendor and client Communication:
- Establish and maintain communication with government officials and procurement officers.
- Handle negotiations and queries related to tenders, agreements and clarifications during the bidding process.
- Visit various customer, GeM headquarters, state government and other public office and build necessary networking capabilities.
- Market research and strategy
- Research upcoming tenders, market trends, competitor analysis, and government procurement policies.
- Develop strategies to enhance the company’s success rate in government tenders by refining bid quality and identifying growth opportunities.
- Reporting and feedback:
- Prepare report on tender activities including win/loss analysis, reasons for disqualification, and recommendations for future improvements.
- Provide insights and feedback to senior management for continuous improvement in the tendering process.
Your success is grounded in:
- Bachelor’s degree in business administration, Engineering, Commerce or a related field. A background in sales, procurement, supply chain or law is an advantage.
- 5-7 yrs of experience in tendering, business development or government procurement.
- Familiarity with GEM, e-procurement portals and government tender processes. Knowledge of government rules and regulations on public procurement.
- Strong attention to detail and organizational skills.
- Excellent communication and negotiation skills.
- Proficiency in Microsoft Office (Word, Excel, Power point).
- Ability to work under tight deadlines.
- Understanding of pricing strategies, bid estimation and financial modeling.
- Ability to analyze tender documents and evaluate project viability.
- Ability to manage multiple tenders simultaneously with strict deadlines.
- Capable of addressing and resolving issues during bid preparation and submission.
- Work effectively with cross functional teams to gather required information and meet tender criteria.
- This role is critical as we are looking to grow through government business opportunities, ensuring compliance with public procurement regulations while maximizing the chances of winning bids.
