Project Overview:


Bechtel is seeking to work with a major Indian corporation to provide Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of an existing petrochemical facilities in India. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. Both scopes, PMC and EPCM, are substantial with multi-million job-hours estimated across them.


This position will start as an assignment in Nagothane, India, the job site for the EPC execution of the project.


Job Summary:


Assigned to a field construction organization in a supervisory or managerial position, the Construction Manager will report to the Area Construction Manager. Responsible for the organization and direction of construction and related activities within assigned area of responsibility, the CM will assist the construction team with various tasks supporting the execution planning for site construction. The individual will also supervise early work activities at site within multiple field engineering disciplines May be the primary client contact for all jobsite activities or may coordinate with client's resident representatives on jobsite activities within assigned area of operations. Responsibilities are to ensure assigned jobsite operations are in compliance with design/specifications, completion on schedule, within budget and to required quality standards 


Major Responsibilities:


  • Responsible for oversight of jobsite operations including onsite activities of EPCM contractors, construction contractors, suppliers, clients and their representatives and others as may be assigned within the area of responsibility.
  • Assisting with the layout and planning of temporary facilities at site.
  • Assisting with writing of construction method statements and JHA
  • Assisting with indirect planning for the site (mobile equipment, small tools, etc).
  • Responsible for the PMC field workforce organization to ensure the jobsite organization is comprised of qualified and knowledgeable personnel and ensures effective personnel utilization.
  • Ensure EPCM and construction contractors’ compliance with project schedule and that EPCM and construction contractors’ craft professional deployment, and material and equipment requirements support the schedule.
  • Oversee jobsite expenditures in assigned area for labor, equipment, material and services and ensures field operations are within budget.
  • Responsible for overall supervision of personnel in assigned area of responsibility. Ensures performance evaluations are conducted on assigned personnel and counseling programs are maintained.
  • Ensures subordinate personnel receive progressive training to enable them to assume additional responsibilities.
  • Ensure EPCM and construction contractors’ craft resources are assigned and coordinated with designated manager and corporate craft resources department.
  • Responsible for administration of assigned area(s) contractual activities. Participates in contracts and subcontracts technical bid evaluations.
  • Plans and implements procedures to ensure construction operations are continuously adhering to engineering designs, specifications, safety standards, quality standards, schedule and budget.
  • Responsible for oversight of construction operations to ensure they coincide with the overall established schedules. Maintains relationships with the client and their representatives, as assigned.
  • Ensures that Bechtel and local/national regulatory safety codes, requirements and standards are being complied with in assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into all aspects of construction operations. Actively participates in scheduled safety meetings.
  • Performs general administrative functions inherent in jobsite supervisory positions. Ensures project policies and procedures are fully implemented. Establishes field procedures and objectives within the project policies and procedures, as necessitated by conditions at a jobsite.

    • Provides technical and administrative direction to construction engineers, coordinators, administrators, and other construction contractor representatives as assigned.

Education and Experience Requirements:


  • University/B.S. degree in Engineering plus 10 years of experience or 14 years of equivalent industry experience in-lieu of a degree.

Required Knowledge, Skills, and Abilities:


  • Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management.
  • Knowledge of Bechtel's Zero Accident Philosophy.
  • Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan and the Bechtel Core Processes.
  • Experience in the formation and administration of construction subcontracts.
