Project Overview:


Bechtel is seeking to work with a major Indian corporation to provide Project Management Consultant (PMC) Services for a multi-billion dollar renewables and its infrastructure project in India. The PMC Services will be led out of India with personnel deployed in Mumbai region. This position will start as an assignment in Mumbai, India (office) and after the full notice to proceed from the Owner, the site specific position will eventually transition to the job site for the execution of the project.


Job Summary:


The Construction Engineer – Civil, HV Transmission is responsible for managing and overseeing the activities of assigned contractors involved in Civil work associated with HV Transmission line and Substation buildings construction. This role ensures that contractors' performance adheres to project Environmental, Safety & Health (ES&H) requirements, quality standards, and project schedules. The Construction Engineer coordinates and oversees the construction activities in PMC capacity, which includes overseeing contractors construction management activities, scheduling and planning, quality compliance, progress monitoring. The role requires effective communication and collaboration with stakeholders, contractors, and other project teams.


Major Responsibilities:


  • Ensure adherence to Project’s Zero Accident Philosophy and oversee contractor’s compliance to the project's Environmental, Safety & Health (ES&H) plans, site security, traffic, emergency response, housekeeping, and fire protection rules.
  • Lead by example in all aspects of safety, quality, and leadership, promoting adherence to these values across the worksite.
  • Perform surveillance of the contractor’s geotechnical and civil activities, ensuring works are completed according to ‘Issued for Construction’ (IFC) drawings, specifications, and project quality and safety standards.
  • Actively engage with on-site personnel during shifts to ensure work activities follow approved Risk Assessment and Method Statements (RAMS) and ES&H standards. Conduct joint safety inspections and ensure actions are addressed.
  • Monitor construction activities to ensure compliance with approved quality plans, Inspection and Test Plans (ITPs), procedures, and the latest IFC drawings.
  • Oversee and review all quality documentation, ensuring that construction aligns with project designs and specifications, and escalate non-compliance when necessary and manage Non-Conformance Reports (NCRs), ensuring closure prior to the progression of works.
  • Lead the review of contractor technical submittals, coordinating with engineering design teams on constructability issues.
  • Review contractor-submitted estimated quantities and material takeoffs, ensuring accuracy and compliance, and report any discrepancies.
  • Verify that all materials used are approved for their respective project activities and check compliance with permits and license conditions.
  • Ensure all project changes follow the correct process via Requests for Information (RFIs) and Field Change Documents (FCDs) before site implementation.
  • Attend progress meetings with contractors, while maintaining an understanding of different contractor scopes, escalating issues as necessary.

Education and Experience Requirements:


  • Requires Bachelor's degree in Civil engineering and 8-10 years of relevant of experience or 12-14 years of relevant work experience.
  • Experienced in civil, earthworks and concrete structures and foundation works.

Required Knowledge and Skills:


  • Technical knowledge in construction engineering, cost management, scheduling, or contracts administration related to heavy industrial or commercial complexes.
  • Extensive knowledge of Project Environmental, Safety & Health (ES&H) processes and their application in construction projects.
  • Proficient in computer applications, including word processing, spreadsheets, and databases
  • Experience working in remote locations / terrains, experienced in HV Transmission and substation buildings
  • Comprehensive knowledge of international standards, specifications, and codes, including safety procedures related to construction.
  • Strong communication and interpersonal skills, with the ability to maintain positive relationships with clients, contractors, and stakeholders throughout the project lifecycle.
  • A self-motivated individual capable of working independently, exercising professional judgment, and providing technical leadership to contractors and field engineers.
