Job Summary:
Provide leadership and direction to Engineering and Design Team of Control Systems Discipline managing a team of at least 50 plus people. Candidate must have a proven record in a leadership role with people management, financial, customer relationship and communication skills dealing with large teams of Control Systems discipline team and have excellent cross discipline engineering knowledge.
Candidate must have project execution experience with multi-office location in a work share environment and geographically dispersed work force. Experience in Oil, Gas & Chemicals / Energy Industry, Mining and Metals, Large Infrastructure Projects and Manufacturing and Technology Industry is essential.
Job Dimension:
A. Supervision Received
- Receives technical and administrative supervision from Manager of Engineering.
B. Supervision Exercised
- Provide leadership and technical guidance to Control Systems discipline and set priorities of discipline resources, conducts Competency Mapping, Performance & Impact Assessment Reviews, Coaching, Mentoring, Goal Settings and Career Development discussions with employees. Contribute effectively to Value Engineering Ideas and Sustainability Efforts.
C. Contacts
- Maintains contact with the discipline work group deployed on projects, automation team and with discipline SME.
- Engage with other Chief Engineers at Bechtel India Offices and Home Offices and Manager of Engineering.
Major Responsibilities:
- Has responsibility for the establishment and maintenance of Technical Standards, Bechtel Standard Application Programs including the development of project specific standards and inputs to
- Automation Plan.
- Thorough knowledge on Lump Sum Turnkey and Cost Reimbursable methods of doing EPC business and FEED projects.
- Provides functional oversight for discipline and undertakes functional discipline reviews. Provides technical /expert support to project teams and ensures technical quality.
- Maintains continuous contact with work in progress by reviewing or approving, design basis, key drawings or design concepts and specifications developed by the project groups and reviewed by the
- discipline staff.
- Audits project application, implementation and compliance with a project’s Execution Plan, Project Procedures Manual, and with Engineering Department Procedures (EDPs).
- Responsible for Talent Acquisition, organize and co-ordinate personnel assignments. Liaison with project team on resourcing, ensure resourcing to projects meets quality and grade mix requirements
- (resourcing should include home office and field assignments).
- Develop Scope of Work and Division of Responsibility between Execution Office and Home Office for the project and prepare and implement engineering discipline work plan.
- eview project development strategy, design basis, and project execution for specific discipline input
- Identifies lessons learned for future reference and generate condition report for mitigation, draws previous lessons for lesson learned data base for project deliverables and participates in field rework in the field during construction phase
- Establish and align discipline processes / procedures / engineering instructions and deliverables to meet bid/project/client requirements. Review and ensure QA compliance of these processes.
- Establish and maintains access to technical experts in the advanced technologies pertinent to the project and sets up channels of communication to bring this expertise to bear effectively on the engineering effort.
Education and Experience Requirements:
- A recognized degree in Instrumentation and Control engineering from an accredited college or university minimum 25 Years of industry experience and prior experience in relevant role.
Required Knowledge and Skills:
- Proficient in Instrumentation and Control Systems design including conceptual and detailed engineering in Oil and Gas Industry Technologies like Refinery Process, LNG Processing,
- Delayed Coker, Ethylene Cracking, Gas Processing and Polymer Process, Power projects
- Candidate has the technical knowledge of engineering systems, engineering calculations, applications of engineering methods and construction methods and materials, and application of computer
- tools to engineering problems. Has knowledge of and works with project controls within discipline. Good knowledge of major industry or regulatory standards and design criteria pertinent to the Control
- Systems discipline. Professional Engineer (PE) or Chartered Engineer (CEng) Certification is preferred.
- Basic technical knowledge of Control System engineering in Oil and Gas / Mining & Metal /Power/ Manufacturing & Technology sectors of Semiconductor industry or EV batteries or Data Centers etc.
- Understanding of industry regulatory codes and standards and design criteria pertinent to the particular engineering discipline. Broad knowledge of the application of engineering to plant constructability
- as applied to construction methods and materials. Understands the standard engineering work planning, scheduling and cost estimating.
- Job knowledge of various types of field Instrumentation, ICSS (DCS, SIS & FGS), PLC, Hazardous areas is essential.
- Design experience or Basic knowledge of ICSS / PLC and SCADA Networks, Fiber optic and CAT 6 is essential.
- Basic awareness industry standards Application Programs such as SPI, Smart Plant, Flowel. InstruCalc, Conval.
- Working knowledge of the EPC business, TIC processes and knowledge of proposals and bid processes
- Proficient technical background with excellent understanding of the interfaces with all disciplines and possesses Value Engineering Skills.
- Presented technical papers in technical conferences and participated in workshops and seminars.
