Role Purpose: 


Source and procure the package equipment and bulk materials in compliance with project specification and contractual terms and conditions.


Designation: Buyer- Buyer Support- Global Service Centre


Base Location: Navi Mumbai


Reporting to: Manager Procurement


Key Role Responsibilities:


Policies, Processes & Procedures:


  • Source the suitable supplier (for equipment packages and bulk materials) by obtaining offers from suppliers (categories which is available in supplier master, the approved vendor list for the project and other techniques available)
  • Initiate the Prequalification and suppliers’ registration process.
  • Create Procurement strategy for the equipment assigned packages for publishing the RFQ. 
  • Publish the RFQ’s in line with company’s policy and procedure.
  • Run Technical and Commercial Evaluation Processes and Arrange BCMs with all stake holders.
  • Support the Technical Bid Evaluation and obtain Technical Bid Evaluation Reports from the Engineering department and / or from other departments, as applicable for the equipment & bulk packages.
  • Prepare Commercial Bid Evaluation Report by selecting the technically acceptable and economically viable supplier considering all aspects and obtaining necessary budget approvals, negotiate and obtain best competitive price & other commercial terms & conditions and create purchase orders.
  • Manage and co-ordinate all post PO procurement activities and deliverables of assigned Procurement Packages 
  • Establish and maintain the procurement budget of packages through-out the procurement cycle
  • Follow up on PO execution for timely submission and approval of supplier documentation, manufacturing progress, sub-suppliers execution, stage and final inspections & testing including Factory Acceptance Testing (FAT), deliveries and progress monitoring through Vendor Progress Reporting, Equipment & Material releases, Freight forwarding and receipts inspections and Clearance 
  • Identify and develop required sources of supply and maintain cooperative working relationships with vendors to stay current with trends and technologies, products and services.
  • Resolve problems and discrepancies timely which occur due to non-compliance to agreed scope and delivery.
  • Expedite all the procurement process and ensure the delivery as per committed delivery date. Report the delay timely with action points to overcome & mitigate the impending delays.
  • Submit the procurement progress report regularly for assigned Equipment/Bulk Packages.

Safety, Quality & Environment:


  • Comply with all relevant safety, quality and environmental management policies, procedures and controls to ensure a healthy and safe work environment.

Related Assignments:


  • Perform other related duties or assignments as directed.
  • Vendors & Site visits required as deemed necessary and able to work in the Middle East summer weather conditions.

Skills & Competencies: 


  • Sound technical knowledge and experience in handling procurement of Mechanical -Static, Rotating and equipment packages, Electrical, Instrumentation and Telecom Equipment Packages and Bulk Materials of all disciplines required for FPSO/FSRU/FPO/HVDC etc projects.
  • Must have experience as package responsible buyer for the critical offshore oil and gas packages and / or Renewable Energy Projects.
  • Must have an experience right from bidding phase till full execution of procurement for topside packages on major offshore projects for topside.
  • Must be able to finalize contractual “Terms and Conditions” with suppliers as per applicable laws / regulations of the project.
  • Must be able to lead the process and work with Engineering and other departments during technical review of packages and scope finalization.
  • Up to date with modern purchasing methods, procedures, and specifications preparation.
  • Broad knowledge of international trade & shipping terms.
  • Broad knowledge of Oil & Gas/Marine/Energy procurement terms and conditions including warranty requirements.
  • Sound knowledge of technical terminology, particularly that use in an Oil & Gas/Marine/Energy sector. 
  • Strong background with resolution of procurement issues.
  • Demonstrated ability to handle multiple procurement activities concurrently and to meet deadlines.
  • Demonstrated ability to organize, prioritize and successfully execute tasks in accordance with departmental / project objectives.
  • Hands on experience in MS excel for complex commercial evaluations.
  • Fully trained and knowledgeable with relevant Safety and Occupational Health & Safety standards.
  • 03 years’ experience in project procurement equipment’s and bulk pkg required for FPSO/FSRU/FPO/HVDC projects
  • Working experience in major projects in Oil & Gas/Marine/Energy sector (Desired)
  • Must be fluent in English.
  • Knowledge of additional languages is an added advantage.
  • Very good knowledge in technical terms and report writing skills.
  • Understanding of INCOTERMS and Contractual / Commercial and Legal aspects of Procurement Terms & Conditions

Education & Qualifications: 


  • Bachelor’s Degree in any Engineering discipline or equivalent.
  • Proficient with MS Office applications.
  • Basic accounting
