Job Description:


Job Summary:


The Brokerage Manager’s objectives are to develop compliant customs clearance strategies, operational goals and plans, monitor and communicate operations performance, manage operations to meet customer deadlines, and maintain a close relationship with clients. He/ She is responsible for managing departmental financial performance, organizing and prioritizing workloads, and developing and maintaining standard operation procedures (SOPs). This position manages supervisors within the department.


Job Duties:


Manages Brokerage Compliance and Quality Process


  • Develops operation’s quality and SOP goals to communicate to the Brokerage team.


  • Ensures Customs regulations and requirements are adhered to during the entry filing process.


  • Manages responses to information requests and notices of action from Customs to ensure timelines are met.


  • Manages compliance and liability reports to reduce cargo clearance delays and costs associated with non-compliance of Customs regulations.


  • Evaluates performance against quality goals to develop process improvements and increase quality levels.


Oversees Brokerage Exception Reviews


  • Monitors various reports to proactively resolve all Customs exceptions to ensure timely Customs release.


  • Resolves Customs' problems in a timely manner to meet customers' expectations and avoid penalties.


  • Monitors Customs' memorandums and notices to be aware of Customs regulation changes and industry news.


  • Conducts error root cause analyses to identify corrective action plans.


Monitors Brokerage Productivity and Reports Management


  • Monitors operations report to ensure productivity goals are achieved.


  • Reviews existing processes to identify inefficiencies and cost reduction opportunities.


  • Confers with Industrial Engineering and Solutions to develop and implement new operating processes in effort to improve efficiencies and reduce costs.


  • Reviews daily workload and productivity reports to hold Brokerage Supervisors and team accountable to achieve productivity goals.


  • Reviews financial reports (e.g., DutySub Ledgers, Disputes, Account Receivables, Duty Refund Accounts, Bill Paid reports, Billing Exceptions, etc.) to identify exceptions and opportunities for enhancements.


Supervises Account Management Process


  • Monitors teams' daily productivity to ensure clients and service expectations are met.


  • Serves as a liaison between the client, the government, and third-party agencies to ensure adherence to regulatory guidelines.


  • Communicates key performance indicator results to clients to assist in identifying areas of improvement.


  • Conducts customer meetings and business reviews to assist clients in maintaining a leading business edge.


  • Maintains clients' profiles and standard operating procedures to ensure the brokerage team has client requirements documented.


Manages and Develops Others


  • Manages resources and people processes (e.g., Quality Performance Review [QPR], Career Development, Training, Staffing, etc.) to ensure the day-to-day administration of processes and formal procedures.


  • Identifies individual and team skill gaps and developmental opportunities (e.g., training, special assignments, conferences, projects, etc.) to facilitate individual and team development.


  • Ensures that direct and indirect reports have documented career goals and detailed plans for achieving these goals to develop them personally and professionally.


  • Conducts frequent performance evaluations in a consistent, fair, and objective manner to facilitate open communication and encourage continuous performance improvement.


  • Holds others accountable to established performance levels to achieve individual and group goals.


  • Resolves individual and group performance issues in accordance with UPS’s policies and procedures in a timely manner to motivate and foster teamwork.


  • Coaches’ others and provides on-going feedback and support to improve performance.


  • Identifies opportunities to involve others in new and challenging work assignments and/or rotations that advance the skills and capabilities of individuals and the organization.

  • Experience


Minimum of 8 years of experience in customs operations and compliance management, preferably within the Express Industry.


Proven track record of managing customs clearance processes, ensuring compliance with customs regulations.


  • Budget Management


Tracks expenditures against financial targets; describes impact of area’s budget on organizational financial plan.


  • Incident Investigation


Analyzes information on incidents to determine causes and document findings; identifies patterns or trends among incidents; determines next steps required by type of incident; recommends new approaches to incident investigation and response. Sets Corrective action plans to stop re occurrences of the issue.


  • Legal, Regulatory, and Compliance Knowledge


Comprehensive understanding of trade laws, customs regulations and procedures.


Responds to compliance problems and identifies appropriate actions; identifies people needed to resolve compliance problems and collaborates to develop corrective action plans; identifies programs that reduce risk and enhance safety; explains implications to changing laws and regulations.


  • Supply Chain Management


Integrates a broad knowledge of supply chains within customer organizations to solve complex customer problems; develop strategies /SOPs to meet the customer’s supply chain needs.


Education


  • Bachelor's Degree or Equivalent – Preferred
  • Advanced degrees or certifications in customs compliance and import regulations can be advantageous.
  • Strong analytical skills and knowledge in MS Office.
  • Excellent communication and leadership abilities.
  • Must be willing and able to travel as needed.
