About the team


Our South Asia team works with Government, Private sector and international aid agencies and other financing organizations (DFID, the EU, the World Bank, the Asian Development Bank etc.) as implementing partner in technical cooperation and assistance bringing expertise that matters to achieve Sustainable Development Goals in the area of urban development, disaster and climate resilience, energy and clean energy transition.


This role entails on-site deployment at the state’s power sector office and providing on-site technical assistance, enforcement of the ECBC/ENS/ECSBC guidelines. It also involves working closely with the Team leader in providing end-to-end project implementation support.


Job Location: North and West India (Multiple; preferably in Punjab, Haryana, Uttarakhand, Chandigarh, Gujarat and Goa)


This is a contractual position for 2 years and will be extended as per the project requirements.


At ICF you will:


  • Provide technical assistance for ECBC & ENS implementation and enforcement in the state


    • Developing implementation roadmap, notification for enforcement of the code


    • Review and compilation of existing government rules/orders/notifications/guidelines and regulation related to the additional components of sustainability added in the ECSBC-C and ECSBC- R (ENS)


    • Suggest amendments and propose revision in the byelaws


    • Survey of upcoming and existing buildings under ECBC and ENS-R


    • Support the State/UTs in integrating compliance approval in building approval procedures


    • Support to Urban local bodies for submitting 2 building compliance applications


    • Monitoring and checking the compliance procedure and resolving challenges


  • Provide technical assistance to commercial & residential buildings to ensure ECSBC- C& ECSBC- R (ENS) compliant design respectively


    • Identify potential commercial and residential projects in discussion with ULB//stakeholders (6 ECBC compliant and 3 ENS compliant building project for each state)


    • Prepare techno-commercial feasibility report


    • Undertaking from project owner/developer to incorporate ECMs during construction, to make building ECSBC- C/ ECSBC- R (ENS) compliant. Assist in incorporation of ECSBC- C/ ECSBC- R (ENS) directives and technical parameters in BOQ/tender


  • Support in organising Capacity Building and Outreach programmes


    • Envelope optimisation, HVAC Design, sustainable site planning, water conservation and management


    • Integrative Design Approach, Energy simulation, Day light Simulation


    • ECSBC-C and ECSBC-R (ENS) Compliance procedure


  • Star rating/Shunya labelling of commercial and residential building


    • Identification of buildings in state/UT and support in providing star rating/Shunya labelling to the buildings in accordance to present energy consumption of buildings and existing norms for various categories of buildings


  • Coordination with building owner/authorized representative to fill the application, furnishing relevant data and agreement.



Required experience:


  • Bachelor’s degree in architecture/planning from a recognized University or Institute with minimum 6 years of working experience. Master’s degree is desirable


  • Project related experience in the areas of Building Energy Efficiency Policies, green building design strategies, knowledge of local building/development control regulations / bye laws, national energy efficiency codes- ECBC, ENS-R/ ECSBC is mandatory


  • ECBC Master Trainer / GRIHA CP, Evaluator & Trainer / LEED AP / IGBC AP / CMVP professional certifications are desirable


  • Experience of working worked with government agencies, green building evaluations/certification applications, project management, conducted trainings/ workshops
