Job Description

·       In support of the Maintenance Manager, the Chief Inspector provides an independent means of verifying compliance with ECAR parts 121 & 145.


·       Assesses subcontractors and suppliers for extension of the quality system.


·       Maintains an audit system to meet the requirements of ECAR parts 121 & 145.


·       Liaises directly with the ECAA on all matters affecting the Company's Certificates of Approval and airworthiness matters, in accordance with the requirements of ECAR parts 121 & 145 and as delegated by the Accountable Manager.


·       Co-ordinates and advice all appropriate departments on maintaining compliance with relevant airworthiness requirements.


·       Maintains the Company's Schedule of Approval with the ECAA.


·       Attends the Safety Committee meetings as a member.


·       Mitigates or control the risks as assigned.


·       Monitors and measures the effectiveness of the quality audits corrective actions


·       Ensures that the relevant departmental managers properly keep all mandatory Company and Airworthiness Authority requirements in respect of records and procedures.


·       Maintains an independent quality monitoring system whereby:


-       Compliance with required Standards is established,


-       Effective and economical control over work is maintained,


-       The quality Department's staff is issued with specific instructions as to their responsibilities for monitoring any department, section, or specific task which they have been instructed to audit.


·       Disseminates airworthiness regulations and requirements and advise the Company management of required compliance.


·       Controls repeated, chronic & deferred defects.


·       Ensures compliance with the ECAA's Occurrence Report procedures, and actions arising.


·       Liaises with the Management on any regulatory or airworthiness matters affecting the Company.


·       Liaises with all departments on regulatory and airworthiness requirements.


·       Advises the Managers Immediately on any issue arising which may affect the continuance of the Company's Certificates of Approval.


·       Advises Management on, and approve the Scope and syllabus of training, to ensure compliance with Company and Airworthiness Authority requirements.


·       Keeps the General Manager updated on day-to-day Quality matters to effectively deputies as an authorized signatory during the absence of the General Manager.


·       Supervise Training department, which is responsible to document training and qualification folder for each personnel, then construct training plans and follow up implementation of training plans and document it in the personnel file.


·       Control procedure for licensing and approval of technical staff


·       Start immediately process to get ECAA approval for as approved examination and personnel authorizing organization


·       Assign and issue approval for selected RII inspectors.


·       Hold and control issue and renewal of personnel authorization certificates,


·       Represents quality system in regular company reliability board and follow up RCB decisions for implementation.


·       Controls company / aircrafts / certificates validity, renew it from ECAA in proper dates


·       Controls approval of company manuals, A/C type manuals, and approvals validity from ECAA.


·       Heads company incident / accident investigation teams. Reporting results and recommendations to accountable Manager and ECAA then follow up implementation of recommendations.


·       Have a system to evaluate and control Audits non-compliance status reports to confirm an effective corrective and preventive action for each non-conformity report NCR.


·       Ensures that the Certificate of Airworthiness for each Aeroplan operated by the company remains valid in respect of:


-       The airworthiness of the Aeroplan.


-       The expiry date specified on the certificate, and


-       Any other condition specified in the certificate.


·       Reports any occurrences of a maintenance nature to the ECAA. This includes both Mandatory Occurrences and occurrences related to maintenance findings, which fall outside the Mandatory scheme.


·       Supervises the amendment and control of the GMM.


·       Reviews and implementation, as appropriate, of any additional ECAA requirements.


Authorities:


·       Issues maintenance certifying privileges, and authority to issue Certificates of Release to Service to suitable persons who have been assessed by the Quality Department, issue Inspection Stamps to those persons, and keep records with reference to the scope of their inspection certifying authority.


·       Approves all Maintenance Schedules and Overhaul Life Schedules prior to their submission to the ECAA.


·       Approves departmental procedures compiled to the terms of Airworthiness Certificates of Approval.


·       Authorized to liaise with ECAA regarding occurrences/incidents/accidents reporting as per ECAR requirements.


·       Authorized to contact ECAA for waivers / ferry flight / test flight requests.


·       Authorized to approve MEL intervals as per scope stated in company Ops.Specs
