Project Description


The goal of the USAID Teacher Excellence Initiative Activity is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The Initiative will achieve this goal through the following results:


  • At least 7,500 pre-service teachers in undergraduate programs at Faculties of Education in five Egyptian universities have the skills and knowledge to apply practice-based, experiential teaching methods in the classroom.
  • 5,000 in-service teachers in postgraduate programs at Faculties of Education in 15 Egyptian universities apply practice-based, experiential teaching methods in the classroom.
  • 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education.

The Senior Postgraduate Advisor will take the lead in supporting postgraduate professional diploma programs in teacher preparation that introduce practice-based teaching methods that prepare educational specialists who will support primary education, collaborating closely with key stakeholders such as the deans and faculty from 16 public university faculties of education (FOEs), the Ministry of Higher Education and Scientific Research (MOHESR) and Supreme Council of Universities (SCU), and USAID Teacher Excellence Initiative partners. S/he will support activities and the design and delivery of a 2-3 professional diploma programs in areas of greatest demand, including reading instruction, special education/ Universal Design of Learning, and potentially technology and entrepreneurship. In addition, the Sr. Postgraduate Advisor will oversee capacity building in key areas of teacher preparation.


S/he will organize workshops, technical assistance, capacity buidling, and other tasks detailed in the project scope or work and annual work plans.  S/he will serve as the administrative program lead and/or co-lead for all activities under Result 2. Serve as a facilitator and teamplayer in a process of developing appropriate strategies and expertise across technical leads and their teams, Working Groups in key priority areas, experts from partner organizations, and counterparts.


  1. Oversee the planning, design, and delivery of Postgraduate Activities (Result 2), taking into account that these programs should prepare future teacher to teach in primary schools in ways that align with MOETE reforms (New Education System and primary curricula) and international best practice
  • Support the development of 2-3 professional diplomas and skills development at the FOE level, in close coordination with the SCU, FOEs and international experts.
  • Strengthen the integration of multidisciplinary and interdisciplinary approaches in all areas of postgraduate teacher preparation, including the development of knowledge, course development, and teacher practice.  
  • Plan and deliver workshops and technical assistance that strengthen FOE capacity to integrate Universal Design of Learning, practicum systems, action research, blended learning and digital integration, working closely with the team, working groups, and outside experts.
  • Work closely with the senior technical team to develop activities that are unified across the project (one vision), are of high quality and evidence-based, and maximize tangible and sustainable outputs and impact. Supervise and/or work with staff at all levels to achieve goals.

II. Collaborate with the senior technical team and other experts to support capacity building and maximize the quality of primary teacher preparation programs.


  • Provide technical leadership in postgraduate program development, with particular attention to professional diplomas.
  • Support the alignment of the postgraduate and undergraduate primary teacher education programs with MOETE NES and MOHESR principles.
  • Plan and execute plans to deliver workshops, webinars, blended learning products, and other activities in support of the work plan.

III. Support Initiative documentation


  • Support the draft of various project documents such as concept notes, briefs, reports, policy briefs, and action plans.
  • Support the drafting of quarterly and annual progress reports
  • Remain regularly updated on the status of postgraduate teacher preparation in Egypt
  • Perform other additional relevant tasks, as needed.

Qualifications

Education:


Ph.D. in the education field is required.


Skills and Experience:


  • A minimum of 10 years of relevant experience.
  • Deep experience working in the Egyptian Higher Education sector.
  • Excellent ICT knowledge and skills
  • Exceptional communication skills, and the ability to quickly respond to the needs of the project to meet the goals and targets for the delivery of senior leadership activities at selected Faculties of Education.
  • Demonstrated experience and knowledge of Faculties of Education programs.
  • Experience supporting sub recipients and partner organizations to meet quality standards.
  • A deep understanding of actors across the higher education sectors.
  • Experience working with public institutions including public universities and primary schools in coordinating and building quality teacher education programs.
  • Knowledge of and exposure to innovative approaches to strengthening higher education programs.

Language:


  • Fluency in Arabic and English is required.

This position is located in the county office reporting to the Chief of Party;Travel is required as needed.
