Job Description Senior Partnerships Officer

Primary Location

FAO’s commitment to environmental sustainability is integral to its strategic objectives and operations.
The Regional Office for the Near East and North Africa (RNE) leads FAO's support to countries in the region in transforming their agrifood systems to achieve the Sustainable Development Goals (SDGs). It identifies regional priorities for food security, agriculture and rural development and ensures the planning and implementation of FAO's strategic response in the region through a multidisciplinary approach. It implements approved programmes and projects, monitors programmes implementation and ensures that they contribute to addressing regional priorities. RNE also advises on the incorporation of regional priorities into the FAO Strategic Framework and Programme of Work and Budget.
RNE supports regional policy dialogues, facilitates the emergence of regional partnerships, and supports knowledge exchange, capacity development and resource mobilization for food security, agriculture and rural development in the region. It develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).
The post is located in the Regional Office for the Near East and North Africa (RNE) in Cairo, Egypt.

Reporting Lines



The Senior Partnerships Officer reports to the Deputy Regional Representative and works closely with the relevant Divisions at FAO headquarters.

Technical Focus



Lead the implementation of the Organization's strategy on partnerships, South-South and Triangular Cooperation and resource mobilization at regional level to accomplish FAO's mandate.

Key Results



Leadership and conceptual thinking for the development and implementation of comprehensive partnerships frameworks and knowledge networks within and outside the Organization with national, regional and international development partners, non-governmental organizations (NGOs) and private sector, to support country-level actions guided by FAO's Country Programme Framework (CPF) as well as increasing South-South and Triangular Cooperation.

Key Functions



Leads the implementation of the FAO Strategy for Partnerships with civil society organizations and the FAO Strategy for Partnerships with the private sector at the regional or national levels. Identifies possible collaborations and partnerships with non-state actors for the fulfilment of the FAO Strategic Framework. Elaborates an annual work plan with the priorities and main activities of non-state actors, which will be aligned with the FAO Strategic Framework and programmes. Reviews FAO global advocacy objectives and strategies on partnerships. Establishes and maintains partnerships with non-state actors in the area of food security and nutrition, advocacy and programme implementation and leads partnerships activities at the regional and national levels. Implements and monitors country-level actions guided by FAO's Country Programming Frameworks (CPFs), subregional and regional priority frameworks and higher-level strategic frameworks of the Organization in order to transform FAO's knowledge products into country-level results and impacts, ensuring the participation and involvement of non-state actors. Generates programme/project summary and other documentation to inform partners and create interest in FAO's programmes/projects. Clears briefs and other documents explaining donor policies/trends and implements courses of action on major donor issues to improve FAO's partnerships at local/regional levels. Oversees and reviews the quality, consistency and appropriateness of country- specific partnership materials, activities, processes and messages shared with partners. Implements and monitors processes of working collaboratively with partners, including meetings, joint projects, information sharing, etc. Plans, organises and participates in capacity development activities involving the provision of advice, technical assistance projects, training workshops, seminars and meetings as well as oversees the development of related materials, on-line tools and information kits. Leads advocacy strategy and activities in support of global and country level fund-raising and promotes donor contributions through the identification and follow-up of new sources of funding.

Specific Functions



Leads strategic thinking and prepares related plans to further develop and facilitate implementation of the Corporate Resource Mobilization and Management Strategy (RMMS). Facilitates dialogue between governments, institutions, civil society and the private sector to reach consensus and coordinate policies, strategies and programmes for South-South and Triangular Cooperation. Leads capacity development efforts in support of staff in all locations with regard to resource mobilization partnerships through policy development, the production of training material and delivery of training. Manages marketing and outreach activities related to FAO's Strategic Objectives and defined priority areas; facilitates donor meetings, events and outreach campaigns. Represents the Organization in meetings with government officials, partners and donors in order to advocate for strategic partnerships. Carries out mapping exercises to gather information about main partnerships (NGOs, private sector), their roles and how they align with FAO's Strategic Objectives and programmes. Identifies new modalities and innovative financial mechanisms, such as blended finances, public-private partnerships.

Minimum Requirements



Advanced university degree in international relations, public relations, political science, international cooperation for development, development economics or a related field. Ten years of relevant experience in international cooperation for development, donor aid programmes, government, fundraising, negotiations and/or public relations/advocacy or related areas. Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills



Work experience in more than one location or area of work, particularly in field positions, is essential. Extent and relevance of experience in partnership building, fundraising, negotiations, public relations/advocacy preferably in the areas of food security, social and economic development. Knowledge of and proficiency in best practices for donor recognition, relationship management and effective liaison. Ability to represent FAO with a variety of donors, resource mobilization platforms and relevant stakeholders. Expertise in developing and advocating narratives for FAO, or similar organizations, value added for transformative partnerships and resource mobilization.
