Location: Cairo, Egypt The Organisation

Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit and Sohag. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives.
Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that “Children, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of change”.

Purpose



The purpose of the role is to manage the project, while ensuring a seamless integration and quality of deliverables in line with the project description as well as the Country Strategy. The Senior Country expert will implement, monitor and report on progress of project activities in line with detailed implementation plan. The Senior Country Expert is intended to manage variety of partnerships as appropriate and sustain good working relationships with local partners to help providing quality delivery of the project. The Senior Country Expert is the link between the target beneficiaries and all stakeholders critical to the project success. The Senior Country Expert is the accountable for ensuring timely and quality delivery and monitoring the implementation of the project’s activities in addition to budget monitoring to ensure meeting both Plan and donor’s requirements. The Senior Country Expert will provide effective and quality leadership to the projects’ implementation teams based in the field.

About the Project



The project focuses on enabling young people to be inspired and included in economic life. Both burgeoning entrepreneurs and youth in search of employment are targeted. Upcoming entrepreneurs will be supported through the building of life skills and inclusion into relevant business ecosystems in order to establish themselves and make a living by bringing their ideas to life. Youth in search of employment will build technical skills to ensure that they have the qualifications needed in the labour market. All of this will aim at ensuring that their employability is enhanced at the same time as their own capacity to secure a job is enhanced.
The main outputs of the project are:
- Inclusion: Inclusion of youth to engage productively in society.
- Enabling entrepreneurs: Access to business development services and mentoring for entrepreneurs.
- Access to Finance: Better access to finance for entrepreneurs.
- Business environment: Improved business environment for entrepreneurs and SMEs.

Scope



The post holder will report to the Program Area Manager (PAM), the Senior Country Expert is entitled to plan, manage, and monitor Danish Arab partnership programme (DAPP) - Ready for Tomorrow Project that focus on youth economic empowerment and youth financial inclusion through working closely with the local partners and CO technical advisors among other relevant departments to ensure timely implementation of the project to achieve project’s objectives with the optimal quality. The Senior Country Expert will act as a liaison point between Plan International Egypt and the DAPP lead in Plan Børnefonden (DNO) to coordinate the project planning, monitoring and implementation, meanwhile representing Egypt Country Office’ project among other countries in the region where the DAPP is being implemented.

Location: Greater Cairo Program Area, Maadi. the Senior Expert Oversees the project implementation in Greater Cairo, Delta and Upper Egypt.
