Job Purpose and Organizational Context

UNDP Egypt has always been a reliable, efficient provider of development services. Results-Based Management function was introduced to UNDP Egypt country office in 2019 through recruitment of Results-based Management & Resources Management Officer. The RBM function facilitated integrated work planning (IWP) by undertaking financial and program results’ monitoring and performance in a Results-Based Management (RBM) framework. Under the overall guidance of the Resident Representative, the RBM team coordinates the implementation of and facilitate conformity with, UNDP standards, policies and methodologies in RBM, comprising monitoring and evaluation and the planning and management of program resources. RBM function maintains a comprehensive overview of the programme and project resources management, entailing monitoring of programme inflows and outflows (core-and non-core), as well as the program and projects results management including setting SMART indicators, results monitoring, results-based reporting and evaluation. 
 


Duties and Responsibilities

 The RBM Associate will assist the RBM Team Lead in ensuring quality of planning, monitoring and evaluation of all UNDP Egypt programs and projects: 

Supports implementation of evaluation corporate requirements through maintaining evaluation database:


  • Assists in the evaluation consultant recruitment.
  • Maintains the Evaluation Resource Center (ERC) updated through uploading relevant TORs, evaluation reports and related annexes.
  • Contributes to effective implementation of key evaluation actions by constant follow up with key program focal points.

Facilitates knowledge sharing and knowledge management in CO:


  • Organizes all logistics needed for training events for program and project staff on results-based management.
  • Compiles lessons learned and best practices. 

Contributes to the corporate reporting requirements: 


  • Compiles inputs from different program teams that would feed into the results oriented annual report (ROAR) 
  • Maintains office program registry of all projects progress reports and field visits reports. 

Contributes to the  corporate quality assurance requirements:


  • Identifies missing information from Transparency Dashboard, and follows up with relevant program teams to update projects related data in Quantum to clear any pending tasks related to the transparency dashboard.
  • Monitors program teams reporting on projects indicators and results. 
  • Monitors projects closure dashboard and assists the program associates to close the projects operationally and financially.

Contributes to the program resource and financial management:


  • Assists program teams in setting their annual financial delivery targets.
  • Follows up on implementation of both resources and budget.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.


Institutional Arrangement:


The incumbent will work under the supervision of the head of Results-Based Management unit.

Required Skills and Experience
 
Education:
  • Secondary education is required.
  • A university degree in Public Policy, Public Administration, Statistics, Economics, or Political Science or any related field will be given due consideration but is not a requirement. 

Experience:
  • Minimum of 6 years (with secondary education) or 3 years (with a university degree) of relevant experience in administration or management or other relevant programmes at the national and/or international level.

Required skills:


  • Proven track record of excellent drafting, formulation and reporting skills. 
  • Demonstrated experience in producing and editing documents with accuracy and professionalism.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).  

Desired skills in addition to the competencies covered in the Competencies section:


  • Previous experience with UN system.
  • Previous experience in program/project management support.
  • Experience in monitoring and evaluation.
  • Experience in financial management.
