BACKGROUND AND PURPOSE OF THE ASSIGNMENT:



In Egypt, WFP is committed to supporting the Government’s priorities towards the achievement of the SDGs. WFP Egypt current five-year Country Strategic Plan (CSP) 2023-2028 supports progress towards Sustainable Development Goals 2 and 17 through three outcomes:
• Crisis-affected populations in Egypt, including refugees, meet their essential food and nutrition needs and have enhanced self-reliance all year round.
•Targeted groups in Egypt benefit from more resilient, sustainable, and climate-adaptive livelihoods and food systems by 2028.
•The Government of Egypt has enhanced capacity, programmes and systems ensuring populations in vulnerable situations benefit from improved access to and quality of food, nutrition, health, and education services by 2028.
WFP is therefore implementing its humanitarian response to crisis-affected populations, including refugees and asylum seekers, as well as designing resilience-building activities for refugees and host community members. WFP’s approach to food security is two-pronged; it first ensures access to basic food needs for vulnerable populations, and secondly, it addresses long-term resilience building for future self-reliance. Through its "One Refugee Policy" WFP targets vulnerable crisis-affected populations irrespective of nationality with cash-based transfers to ensure they can meet their essential food needs throughout the year.

KEY ACCOUNTABILITIES



1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
2.Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that comply with WFP standards and procedures
3. Conduct studies and gather information on aspects of resilience building and sustainable development for the design of projects and drafting of proposals.
4.Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders
5.Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
6.Coordinate training for women and youth empowerment, including training on food processing and micro-credit activities as part of the livelihood activities.
7.Ensure that linkages are made between the small and medium enterprise (SME) development and market linkage programs and the refugees.
8.Capture and analyze learning, innovation and best practices of current and past operations in urban settings with a specific focus on tools and useful approaches to support Livelihoods activities
9.Harmonize reporting, evaluation, and monitoring mechanisms to ensure efficient coordination among actors in all livelihood activities targeting refugees and host communities
10.Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
11.Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
12.Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision-making and consistency of information presented to stakeholders.
13.Liaise with internal counterparts to ensure effective collaboration and monitor ongoing projects.
14.Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
15.Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
16.Provide guidance and supervise Junior staff, acting as a point of referral and assisting them with analysis and queries.
17.Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:



•Has gained experience in implementing development programmes, preferably in support of refugees (i.e livelihoods, cash-based transfers, etc.).
•Has implemented programmes and provided input into designing operations.
•Has provided data analysis reports.

STANDARD MINIMUM QUALIFICATIONS



Education
• Advanced University degree in International Affairs, Economics, or other field relevant to international development assistance, or First University Degree with additional years of related work experience

Experience*, Knowledge & Skills:


•At least 3 years of professional experience in implementing Livelihoods and emergency programmes
•Experience in urban development and resilience building
•Experience in the implementation of programmes and in the provision of inputs into designing operations and provision of input into policy discussions and decisions
•MS package and knowledge in database management and ERP systems.

Languages:



Fluency (level C) in English language and Korean Language.
