Project Description


The goal of the USAID Teacher Excellence Initiative Activity is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The Initiative will achieve this goal through the following results:


  • At least 7,500 pre-service teachers in undergraduate programs at Faculties of Education in five Egyptian universities have the skills and knowledge to apply practice-based, experiential teaching methods in the classroom.
  • 5,000 in-service teachers in postgraduate programs at Faculties of Education in 15 Egyptian universities apply practice-based, experiential teaching methods in the classroom.
  • 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education.

Position Description


The Monitoring, Evaluation, and Learning (MEL) Director is responsible for providing overall leadership, coordination and technical supervision of the monitoring, evaluation and learning activities for the activity. This person will also lead the continuing refinement of the project's results-based M&E System, responsive to evolving programmatic design and implementation strategies. The MEL Director will ensure that data collection and data storage meet data quality standards, liaising with the EDC Home Office MEL Advisor on all data quality, analysis, and reporting issues, as needed. The MEL Director will also draft reports and lead the development of data collection for technical and operations research, as well as work with the project team to conduct regular data quality assessments. The MEL Director will report to the Chief of Party and will supervise the M&E team.


Primary responsibilities:


  • Lead and manage the design, implementation, setting metrics, workplan, and day‐to‐day management of all monitoring and evaluation activities related to the TEI’s activities including the components.
  • Lead the development, planning, and implementation and dissemination of monitoring and evaluation activities. 
  • Responsible for all data collection and analysis, monitoring, report generation, evaluation, and related tasks to report to USAID.  
  • Responsible for preparing M&E Quarterly and Annual reports, as well as the Monitoring and Evaluation Plan.  
  • Working with the technical team to develop the annual work plan, and M&E related to these activities.  
  • Interface with Egyptian universities on all aspects of M&E.
  • Reviews the data collected by M&E officer related to the activity Reports as well as analyzing and calculating the indicators.
  • Work as a Point of Contact for DQA and Evaluation in the Mission and provide guidance to technical teams on issues related to monitoring and evaluation.
  • Assist local counterparts in building local M&E capacities.
  • Supervise the design and creation of the project database and ensure the quality of data entered and reported. 
  • Leads the design of the monitoring tools and shares such with the technical teams and the Capacity Building team.
  • Provides frequent training for staff on embedding learning opportunities into Project activities and engages technical teams in knowledge-sharing events.
  • Provide support to other staff, which may include carrying out tasks outside of the scope of work, when needed, to support project implementation.

Qualifications

Education:


Master’s degree in the social sciences or a related field. PhD is preferred.


Skills and Experience:


  • Minimum ten (10) years of progressively responsible experience in monitoring and evaluating international development activities.
  • Substantial experience developing and implementing monitoring and evaluation plans, with experience in education programs preferred.
  • Knowledge of USAID standard indicators and monitoring, evaluation and learning standards
  • Experience with electronic data collection and analysis required.
  • Experience with qualitative and quantitative data analysis methods and tools, such as SPSS, QDA Miner, etc. preferred.
  • Expertise in data visualization preferred.
  • Good working knowledge of USAID reporting requirements preferred.
  • Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure.
  • Ability to work hands-on, independently, and within team; and
  • Willingness to travel to governorates covered by the project.

Language:


Fluency in Arabic, and fluency in written and spoken English is required.



Additional Information

This position is located in the county office and reports to the Chief of Party. Travel is required as needed.


This position will maintain close communication relationships with the technical and operation team and other staff as relevant.
