Responsibility as Project Controls Manager:


  • Project Control for larger, more complex projects relating to highways, rail, infrastructure and other markets; including pre and post project controls.
  • Ensure that the Atkins processes are implemented effectively within the team, from bidding and project set up, through to project execution and closure.
  • Establish effective Cost Breakdown Structure based on project Work Breakdown Structure and establish governance requirements in discussion with the Project Manager/s.
  • Works with scheduling staff to develop, manage, revise, and update integrated detailed project schedules including all phases of project execution.
  • Proactively analyze project schedules including comparing cost/resource curves to actuals, tracking float consumption, and change order impact analysis to ensure compliance with contract requirements.
  • Standardise/ automate/ develop process and tools to carry out pricing estimates based on project stakeholders’ input.
  • Standardise/ automate/ develop processes and tools to track and analyze the project costs including budgets, commitments, actuals, accruals, forecasts, contingencies analysis.
  • Drive continuous improvement, automation, lean techniques to drive consistency and efficiencies across projects, programmes and portfolios in project controls, cost and schedule management.
  • Produce forecasts of total project costs, annual costs, and monthly cash flow costs and provides variance analysis and explanations. Carries out an earned value and project performance analysis of the project on a periodic basis.                   
  • Monitor, control and analyse the project cost and schedule information, identify variances and bring these to the attention of the Project Manager with possible alternatives. Prepare specific reports to facilitate challenge and analysis to meet the project’s specific needs.
  • Manage, review and issues cost reports to the client and project team, including key project indicators.
  • Support Project managers on proactively managing and raising early warnings and change orders with the clients and updates to project controls specific documents
  • Provide advice & guidance to the team on all tools and processes in the PSO Service catalogue.
  • Demonstrate leadership skills in guiding and mentor junior staff to meet delivery requirements. Act as a subject matter expert in the Project controls domain.
  • Support Risk identification and management.

Expertise in Power BI/Data Analytics:


  • Ability to analyze and understand large sets of data (turn this analysis into Actionable steps) and develop customized ad hoc reports. Create dashboards and interactive visual reports using Power BI. 
  • Identify key performance indicators (KPIs) with clear objectives and consistently monitor those. Create relationships between data and develop tabular and other multidimensional data models. Perform DAX queries and functions in Power BI.
  • Analyze current ETL process, define and design new systems. Redefine and make technical/strategic changes to enhance existing Business Intelligence systems. Design, develop and deploy business intelligence solutions as per needs. SQL querying for best results, use of filters and graphs for better understanding of data.

Requirements:


  • Bachelor’s degree preferred in Construction Management, Building Technology, Civil Engineering or related field.
  • Proficiency in the French language at the DELF-B2 or DALF-C1 level. Certificate from the Alliance Française (French learning institute).
  • Minimum 12 years of relevant experience on global UK, Middle East or US projects.
  • Client facing with excellent language, report writing, presentation and communication skills.
  • Strong understanding of earned value concepts and calculations.
  • Proficiency in cost management tools such as Ecosys and report preparation skills.
  • Preferable - PMIS Software knowledge – Primavera, Unifier, Ares Prism, Ecosys.
  • Practiced in Cost Breakdown Structure (CBS).
  • Proficient in Financial System Interface.
  • Proficient in Budget/Cost Control.
  • Practiced in Cash Flow.
  • Practised in Contingency Management.
  • Proficient in Cost Change Control.
  • Exposure to NEC3 / NEC 4 Contracts.
  • Must have strong understanding of CPM (Critical Path Method) concepts and calculations
  • Extensive Enterprise Project Management experience.
  • Exceptional organizational skills and the ability to quickly adapt to changing environments and requirements.

Preferred Skills


  • Certified Estimating Professional, Certified Cost Professional, Project Management Professional or equivalent credential(s).
  • Expert in Microsoft Power BI.
  • Expertise in O365 Apps.
  • Knowhow in automation using Visual Basic, Python and web design.
