Summary:


The local Project Design Authority (PDA) will coordinate the design with the offshore team, addressing client feedback and closing any comments with the client’s representative. This role also involves close collaboration with the offshore PDA. The Project Design Authority is responsible for ensuring Solution Compliance on a bid, project, or product development phase, with a focus on defining a compliant solution that meets project requirements within budget and schedule constraints, while also aligning with product line policies.


Responsibilities:


The primary activities of the PDA are:


  • Acts as lead technical interface with the Customer as regards Solution architecture, design and performance.
  • Anticipatesand/oranalysesthecustomerneeds/requirementsanddefinestheinitialneedsbaseline.
  • Ensures the solution compliance with Product Policy, MTB/production/services strategies, contractual requirements (including
  • offsets) and applicable legislation & regulations (i.e. export restrictions, Environmental/HSE, safety, security.
  • Definethebesttrade-offbetweenthesolutionandcustomerrequirementsthatmayvaryduringtheprojectexecution,tostay consistent with budge, risk & opportunities, schedule, and critical performance.
  • ChecksthattheEngineeringEnvironment(process,practicesandtools)fortheSolutionisconsistentwithCountry/Company requirements, and overall Solution cost, technical risks & schedule.
  • ReviewstogetherwiththeSEMthetechnicalrisksandopportunitiesandtherelatedmitigationplansthroughoutthebidorproject.
  • Review and manage the Design & Justification File (D&JF) prepared by the Solution Architect (ARC)
  • Reviews the completion of the integration, verification, validation and qualification results.
  • OverseestheacceptanceoftheSolutionbythecustomer.
  • Organizes when appropriate technical meetings and peer reviews together with the Architect (ARC) and the SEM and other stakeholders (industry, services, Safety & HSE, specialties…), in order to perform the solution technical assessment and validation.
  • Checks the production, the deployment and the maintenance/service aspects of the Solution with the Production Process & Technology Manager (PPTM), the Deployment Project Manager (DPM) and the Service Engineering Manager (SvEM) respectively.TheresultingconclusionsaretakenintoaccountbythePDAfortheSolutiondesignvalidationandreflectedinthe DVA.
  • Takes into account the remark from the DA as regards the validity of the Solution and the risk assessment and mitigation. Reports regularly to the DA on technical status and on technical risks.

Requirements:


  • University degree in Communications or Computer sciences, Engineering or a closely related field.
  • MandatorytohavestrongoralandwrittencommunicationskillsinEnglish.
  • 10+yearsofexperiencewithRailway signaling projects design and implementation.
  • 5+ years’ experience leading multidisciplinary engineering teams.
  • Proven customer communication / technical management skills.
  • EngineeringdeliveryprocessexperienceforProjectPDA.
  • Experience in safety critical system with experience covering full SW or HW development life cycle.
  • CENELEC standard experience.
  • Strongapplication(automatedtraincontrolsystems)domainknowledge&knowledgeofmodernsoftwareengineeringpractices, methods and tools.
  • Involvedinthedeliveryofmorethan1Railsignalling projectinsomecapacityincludingexperienceinSystemDesign,System Integration, and System Acceptance.
  • Delivery of complex systems.
  • Goodmarketingandpresentationskills.Abilitytosell/defendproducttocustomerswithdifferinglevelsofknowledgeabout automated systems.
