We are looking for a strategic and experienced HR Director to lead our human resources function, ensuring that our people, culture, and policies align with our ambitious business goals.
The HR Director will oversee all HR functions, including talent acquisition, employee engagement, performance management, compliance, and organizational development. This role requires a proactive leader who can drive HR strategies tailored to a project-driven environment, ensuring that Decima International attracts, retains, and develops top-tier talent to meet our project demands and growth goals. The HR Director will establish and lead HR practices and objectives to help ensure an employee-oriented, high-performance culture emphasizing quality, productivity, goal attainment, and empowerment.

Job Responsibilities:
Strategic HR Leadership:
- Develop and implement HR strategies that align with Decima International’s business model and growth projections.
- Lead workforce planning efforts to ensure optimal staffing levels for ongoing and upcoming projects.
- Collaborate with senior leadership to understand the organization’s goals and strategy related to the employee life cycle – sourcing to retirement then designing and implementing programs accordingly
- Advise senior leadership on HR best practices, workforce trends, and compliance issues.
- Build and maintain a strong company culture that promotes collaboration, accountability, and innovation.
- Develop and manage departmental budget.
Talent Acquisition & Management:
- Oversee full-cycle recruitment for technical and operational departments and other key roles.
- Develop and implement talent acquisition strategies to attract top industry professionals.
- Assess, manage, and improve onboarding processes to accelerate employee integration and engagement.
- Liaise with executives, directors, and managers to understand their HR requirements and ensure they are fully informed of the corporate HR strategy.
- Oversee and develop employment offers and contracts, ensuring consistency and compliance.
Performance Management & Employee Development:
- Assess, manage, and improve the performance management system.
- Implement leadership and career development programs to enhance employee skills and retention.
- Facilitate training initiatives focused on project leadership, compliance, and soft skills.
- Oversee and administer disciplinary matters, disputes, and investigations to ensure swift and satisfactory resolution.
Culture & Employee Relations:
- Foster a collaborative, inclusive, and high-performance company culture.
- Implement employee recognition programs to enhance motivation and productivity.
- Act as a trusted advisor for resolving employee relations matters and ensuring a positive work environment.
Compensation, Benefits & Compliance:
- Develop competitive compensation structures that align with industry standards and company goals.
- Ensure compliance with labor laws, health and safety regulations, and employment policies.
- Manage employee benefits programs, including health insurance, retirement plans, and leave policies.
HR Technology & Process Optimization:
- Leverage HR technology to streamline recruitment, payroll, and performance management.
- Continuously improve HR processes to enhance efficiency and employee experience.
Required Qualifications:
- Bachelor’s or Master’s degree in Human Resources, Business Administration, or a related field.
- 20+ years of HR leadership experience, preferably in project management, construction, or engineering firms.
- Strong knowledge of labor laws, compliance requirements, and HR best practices.
- Experience managing HR functions in a project-based or matrix organization.
- Excellent leadership, communication, and interpersonal skills.
- Ability to balance strategic planning with hands-on HR execution.
- Fluent in verbal and written English with strong communication skills
