TITLE:  Education Officer
TEAM/PROGRAMME: Program Operations, Cairo LOCATION: Greater Cairo Area, Egypt
GRADE: 4

CONTRACT LENGTH:


Till 31st May 2025



CHILD SAFEGUARDING: (select only one)


Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



ROLE PURPOSE: The post holder will implement non-formal education interventions, with a primary emphasis on Early Childhood Care and Development (ECCD) and catch-up classes. The Education Officer will oversee the technical, financial, and administrative management of education activities within the Gaza Response. Additionally, the post holder will concentrate on capacity building and coaching for education staff engaged in these interventions. Working in collaboration with their respective line manager, the Education Officer will establish and maintain strong external relationships with stakeholders involved in education interventions. In the event of a major humanitarian emergency, the role holder will be expected to adapt their responsibilities beyond the typical role profile and adjust working hours as needed.

Staff reporting to this post: Education Coordinator


Field Travel: The Education Officer is expected to spend at least 70% of her/his time at the field sites



KEY AREAS OF ACCOUNTABILITY:


Program Design and Implementation:


Implementation of Quality Non-Formal Education Interventions:


  • Lead the execution of Early Childhood Care and Development (ECCD) and catch-up classes, ensuring alignment with program objectives and desired educational outcomes.
  • Conduct comprehensive assessments to evaluate children’s learning levels, developing suitable assessment tools for all grades.
  • Monitor and evaluate the effectiveness of educational activities, providing actionable recommendations for enhancement.
  • Oversee the teacher recruitment and onboarding processes to ensure the selection of qualified and competent educators.
  • Support the evaluation and quality control of education centers, including the assessment and provision of necessary materials and equipment.
  • Facilitate effective communication and coordination with children’s caregivers to foster engagement and support.
  • Plan and organize meetings, workshops, training sessions, and other relevant activities as required.

Capacity Building:


  • Manage the professional development of teachers through the implementation of the Develop to Perform process.
  • Conduct training sessions for teachers and education staff to enhance their skills and knowledge in delivering high-quality non-formal education.
  • Provide ongoing coaching and mentorship to staff and teachers involved in educational interventions to ensure continuous improvement.
  • Collaborate with Mental Health and Psychosocial Support (MHPSS) and Child Protection (CP) teams to ensure comprehensive support for children.

Technical Management:


  • Collaborate with the Education Technical Advisor (TA) to lead the development of learning objectives for children, ensuring alignment with the oPt education curriculum.
  • Ensure adherence to technical standards and best practices in the implementation of education interventions.
  • Work with education staff to develop and disseminate relevant educational materials and resources that support effective teaching and learning.

Financial and Administrative Management:


  • Assist in budget planning and monitoring for education activities to ensure financial accountability and sustainability.
  • Ensure compliance with organizational policies and donor requirements in financial management and reporting processes.

Reporting:


·        Monitor projects output using SCI monitoring tools to ensure timely and accurate tracking of progress.


·        Draft monthly high-quality reports detailing project activities, challenges, and successes.


·        Compile concise quantitative and qualitative reports, case studies, and success stories on a quarterly basis to showcase program impact.


·        Regularly share lessons learned and best practices with the team to promote continuous improvement.


·        Highlight general protection issues present in the community to the line manager, facilitating appropriate action.


·        Maintain timely records of financial progress reports to ensure transparency and accountability.


·        Ensure ongoing program monitoring and learning inform necessary adjustments to program design and implementation.


External Relations:


  • Build and maintain strategic partnerships with relevant stakeholders, including local authorities, NGOs, and community organizations, to enhance collaboration and support for educational initiatives.
  • Represent SC in meetings and forums related to education interventions, advocating for the program and its beneficiaries.

QUALIFICATIONS 


Bachelor’s degree in Education or equivalent experience.



EXPERIENCE AND SKILLS


At least 3-5 years of experience in education, preferably in a role focused on ECCD and remedial education, tutoring, or student support.


• Experience in training and mentoring teachers


• Strong experience in dealing and coordinating with caregivers


• Strong understanding of the challenges faced by marginalized and vulnerable learners.


• Strong organizational and project management skills.


• Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.


• Good English skills
