Data Scientist - (Direct Hire - Open to All U.S. Citizens)

Duties



As a Data Scientist, you will:
Run quarterly data collection and quality review process; recommend and implement metrics, reports and assessments that provide ongoing monitoring and challenge of data quality control; complete regular checks of data integrity; and reconcile data with alternative data sources. Create and perform data scrubbing and cleansing specific to business requirements, modeling needs, and analytical tool specifications. Review data quality assessment reports; identify and perform necessary ad-hoc analysis to aid data quality communication efforts with ONES credit unions; participate in quarterly data quality communication effort with credit unions, including performing data analysis on assigned credit unions, drafting written communication on analyzed data quality issues, preparing and performing presentations describing data quality issues; and seeks to convert certain ad-hoc analyses into permanent functionality in the data quality process using Python or R. Refine division level data standards and documents and maintain data processing procedures that comply with enterprise-level policies for privacy, information security, information classification, records retention, and data governance. Identify best practices and tools for the visual communication of complex data analysis products. Assist in the development of programmatic solutions to automate complex analytical tasks, including interaction with a wide variety of financial analysis software packages. Develop and instruct educational programs and classes on data-related topics for staff, other NCUA internal groups, and external non-NCUA groups.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
All applicants applying for the CU-14 level must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector.
Specialized experience for this position is defined as experience:
1. Developing, validating, and maintaining analytical datasets, using data modeling techniques and programming for quantitative analysis; and
2. Developing quantitative analytics and reporting using R and Python; and
3. Automating complex processes to create analytical data systems.

Education



In addition to meeting specialized experience requirements, applicants must also meet the following Basic Requirement:



A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in statement A above, plus additional education or appropriate experience.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 16.32% for the Rest of the U.S. (RUS) geographical area. Actual salary will be determined upon the location of the selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied.
