Job Description

MAIN PURPOSE OF ROLE:
The Community Liaison Officer serves as the primary point of contact between the wind farm and local communities. This role is essential in fostering positive relationships, addressing community concerns, and ensuring effective communication about the wind farm's operations and projects The Community Liaison Officer is responsible for developing and managing a program based on community demographics and post specific needs. Development and implementation of the program has direct impact on post morale and affects overall work performance, productivity, retention, community spirit, and individual and family well-being in a foreign environment. The Community Liaison Officer develops evaluation criteria and conducts periodic surveys to assess program efficacy. Based on analysis of formal and informal surveys, the Community Liaison Officer develops and implements a long-range program plan that outlines goals to maintain and enhance morale at post.


KEY MAIN RESPONSIBILITIES:
Community Liaison:


• Establish and maintain effective relationships with all sections of the organization, especially those involved in energy project planning and execution.


• Collaborate with local community resources to enhance the quality of life for post members, particularly in sustainable development efforts.


• Serve as a community representative on various committees and associations related to energy and sustainability.


• Attend regular briefings with management to stay informed on organizational priorities, especially those related to sustainable energy.


• Create a Community Liaison Advisory Board to assist in defining program goals and strategies that support sustainability.


• Develop strong relationships with Community Liaison Officers from other organizations in the sustainable energy field.


Events Planning:


• Coordinate the development and implementation of programs that enhance community morale, particularly those related to sustainable energy awareness.


• Promote volunteerism through outreach programs and community engagement initiatives focused on sustainability and energy conservation.


• Facilitate morale-boosting seminars and workshops organized by other groups or individuals in the community, emphasizing energy efficiency and renewable resources.


Employment Liaison:


• Advocate for employment opportunities for family members within the organization and the local sustainable energy sector; recommend relevant policy initiatives to management.


• Advertise job openings within the organization and the local job market, focusing on roles related to sustainable energy.


• Serve on the Employment Committee to advocate for family member preferences in hiring practices, emphasizing the importance of local talent in the energy sector.


• Promote negotiations for bilateral work agreements that support family members in energy-related fields.


• Encourage and facilitate alternative employment options, including remote work in renewable energy project management or consulting.


• Organize and conduct career planning workshops and employment seminars tailored to the sustainable energy industry for family members.


• Provide information about employment programs and internships related to sustainable energy initiatives available for eligible family members.


• Disseminate resources related to employment opportunities within the organization and the wider energy sector.


• Encourage and assist family members in applying for vocational training and development programs specific to sustainable energy skills.


• Promote and publicize seasonal employment programs within energy projects for family members.


• Coordinate and maintain the Family Member Employment Report (FAMER) for the organization.


Crisis Management and Security Liaison:


• Relay critical security information related to energy site operations between management and the community, ensuring timely communication.


• Represent community members' interests and concerns during security incidents or crises, especially those impacting energy projects.


• Serve on the Emergency Action Committee with a focus on rumor control and community reassurance during energy related incidents.


• Collaborate with security officials to organize briefings, emergency preparedness seminars, and community meetings related to energy site safety.


• Develop and maintain a database of contact information for employees and family members, including safe haven details specific to energy project sites.


• Explain evacuation procedures and safety regulations to community members concerning energy site emergencies.


• Coordinate with the Family Liaison Office during emergencies and evacuations related to energy projects.


• Assist in community rebuilding efforts following a crisis, especially in areas affected by energy project disruptions.


Education Liaison:


• Establish and maintain relationships with local schools, especially those involved in energy education programs.


• Provide comprehensive information and referral services regarding educational options for employees and family members, focusing on renewable energy and sustainability education.


• Facilitate programs and initiatives that support students and youth in the community, particularly in STEM fields related to sustainable energy.


• Prepare annual reports on educational resources and child care services relevant to the energy sector for the relevant authorities.


Information and Resource Management:


• Gather, maintain, and disseminate information related to sustainable energy initiatives to the community, management, and appropriate departments.


• Develop and pursue resources both within and outside the organization to address community needs effectively, particularly in sustainable energy development.


• Establish and manage a community resource center with Internet access and materials related to sustainable energy practices and job opportunities.


• Create and consolidate informational materials for new arrivals and ongoing community needs, focusing on sustainability topics.


• Develop a client database and maintain an updated web page for the Community Liaison Office with resources on sustainable energy.


• Promote the Community Liaison Office programs to garner support and engagement from the community and management.


• Submit semi-annual activity reports to relevant authorities on community engagement in sustainable energy initiatives.


Guidance and Referral:


• Provide confidential support to individuals and groups within the community facing personal challenges, including those related to employment in the energy sector (e.g., job loss in energy projects).


• Utilize available resources to address community concerns and needs in the context of sustainable energy.


• Recommend appropriate referrals for specialized support, especially for those impacted by energy project developments.


• Represent community concerns to management and assist in developing family-friendly policies that consider the unique challenges of the energy sector.


Welcoming and Orientation:


• Provide pre-arrival and post-arrival information and resources to facilitate successful acclimatization to the local environment, especially regarding sustainable practices.


• Organize and maintain an effective sponsorship program for new arrivals in the energy sector.


• Coordinate welcome activities for newcomers and their families, highlighting local sustainable energy initiatives.


• Oversee official orientation programs for new employees and their families, focusing on the sustainable energy context.


• Conduct reentry workshops for departing employees and their families.
