Job Description

JOB TITLE: Child Protection Officer
TEAM/PROGRAMME: Program/ Operation. EKN project. LOCATION: Aswan
GRADE: 4 TYPE OF CONTRACT: Fixed Term Agreement

CHILD SAFEGUARDING: (select only one)


Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



ROLE PURPOSE:


To provide regular technical support, coaching and training, and coaching to support Country office, Child Protection Officers, coaches and mentors to ensure delivering qualified and unified Child Protection interventions including, process, system and tools.


and to ensure compliance with good practice standards and SOPs of Child Protection programme implementation, monitoring and reporting.


Other key responsibilities include: supporting, projects design, pilot and deliver programs; design and support training sessions and monitoring tools; and, participating in strategic discussions and planning meetings. The Officer will support Child Protection and management teams to make effective linkages between Child Protection and child poverty programming and other programmes, including Livelihood, education and health interventions, and facilitate knowledge generation and sharing.


To support the Country office in unifying the Child Protection model, methodologies in addition to implementation and tools to ensure the effective implementation of the Child Protection interventions.



SCOPE OF ROLE:


Reports to: Project Manager


Staff directly reporting to this post: Child Protection Coordinator


FIELD TRAVEL: The project officer is expected to spend at least 70% of his/ her time at the field sites.



KEY AREAS OF ACCOUNTABILITY :


Project Planning and Implementation:


· Develop monthly work plans in line with the overall project plan.


· Monitor the monthly planning and implementation of CP/ MHPSS activities in different field sites, and ensure safe and quality implementation.


· Provide guidance and build field teams’ capacities and provide the required technical support to CP Team to ensure quality implementation.


· Ensure Child Safeguarding standards are understood and met in liaison with the Child Safeguarding focal point.


· Ensure the timely and efficient spending of the project funds according to approved plans and keep up-to-date records of project expenses.


· Contribute to the budget development, ensure that activities follow EKN policy and Save the Children’s budget utilization guidelines.


· Ensure the provision of quality trainings and workshops to the local child protection social workers using the project’s approved training materials.


· Ensure that all MHPSS interventions offered are informed by current scientific evidence.


· Attend one to one and group supervision meetings (Face to face and online) with the MHPSS TA or delegated to MHPSS Sr. officer to discuss MHPSS implementation and for seeking support.


· Support and Ensures the fidelity of implementation of SCI Common Approaches which include MHPSS related interventions.


Coordination:


· Work closely with other EKN teams and regularly share plans, feedback, and outputs.


· Strengthen SC working relations with key CP/MHPSS stakeholders through active participation in network meetings and other similar activities.


· Strengthen relationships with government authorities and other actors including (MOSS, NCCM, GCPC, and DCPCs) to ensure continued support for SCI by coordination with the relevant focal points in SCI Egypt - main office.


Reporting:


· Review monthly reports provided by SCI CP Team. In collaboration with MEAL, ensure good quality of reporting at the SCI/donors level.


· Monitor the project’s outputs on regular basis using SCI monitoring tools.


· Draft quality monthly reports.


· Develop and properly document capacity building materials.


· Compile concise quantitative and qualitative reports, case studies, etc. on a monthly, and quarterly basis;


· Regularly compile and share lessons learnt and best practices.


· Highlight general protection issues present in community to the project manager to take the proper action.


· Keep timely record of financial progress reports.


· Ensure that ongoing programme monitoring/learning feeds into alterations into programme design.

QUALIFICATIONS AND EXPERIENCE


· Bachelor’s degree in development related fields or psychology is preferable.


· Experience in child protection program operations.


· Minimum of 4-5 years of experience in development/humanitarian aid; previous experience in Psychosocial support field.


· At least 3-5 years of field experience, with proved experience in training, coaching, and capacity building in MHPSS is required and preferably in child protection & child rights.


· Previous knowledge, training or experience in implementing SCI Common Approaches is as asset.


· Good understanding of rural development needs and challenges.


· Experience in working with local partners. 


· Good command in English (verbal and written)


· Commitment to Save the Children values.


• Familiarity with national child protection mechanisms.
