Risk and Compliance Coordinator
Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Risk and Compliance Coordinator, DRC Algeria, Tunisia and Libya (ALT).
About the job
Under the supervision of the country director, the position will participate in reviewing, planning and implementing capacity building plans on risk management, on DRC’s accountability commitments (CHS), and will conduct internal assessments of operations and provide reports to management. The position will also be the entry point related to the COCRM system in the DRC operation. Finally, the position will take a lead on Risk Management with a key focus on Legal and CoC Compliance. The position leads on strategic measures to nurture a culture of compliance and risk management across the three countries of operations.Your main duties and responsibilities will be:
Risk Mapping and Management:
Support the dissemination of the Risk Management Framework (RMF) in coordination with HQ counterparts to ensure rigorous assessment and understanding of the various risks posed by DRCs operations. Conduct trainings on Risk management framework to ensure staff awareness and utilization and take lead on new staff induction in regard to Risk and Compliance processes. Ensure Risk Matrix is updated quarterly and consolidated in collaboration with the senior management team Provide support for the roll out of risk management framework and development of risk matrices Lead regular risk assessment and its systematic follow-up guided by DRC’s Risk Management process. Develop action plans based on the Risk Mitigation plans agreed by SMT and follow-up on implementation with relevant stakeholders Prepare briefings for SMT on risks in light of legal opinions to take informed decisions.
Compliance:
Edit, review and ensure update compliance and accountability improvement Plans. In consultation with SMT and head of departments/unit, develop compliance framework and processes for all business areas.Work with heads of departments to ensure monitoring the performance and the improvement of the plan. Ensure systematic vetting process of program and operations from legal Compliance perspective Support and evaluate areas of compliance risk while feeding into risk registers and recommend corrective actions. Work with operations department to ensure DRC policies and procedures are relevant, communicated, and implemented. Build capacity of the team, conduct and/or plan trainings on topics such as strengthening internal controls, fraud detection, and advise on external audits while contributing to the development of training materials and resources. Take lead on Compliance section of Result Contract and provide quarterly report/update. Establish relation with external resources i.e. Legal consultants in regards to compliance initiatives. While using the Compliance Self Checks (CSC), assist field and country offices in developing recommendations and action points to improve on gaps identified. Lead on compliance training and responding to compliance issues at grants opening and close out meetings; including lessons learned from relevant projects through engagement with CO and RO.
External Representation (Legal Compliance)
Take the lead on establishing high level relationships with ministries at capital and if required field level. Remain focal point for Departments and relevant state authorities on central level. Ensure DRC operations are in compliance with the local legislations, advise SMT on any changes in NGO law or risks associated with the operations in due course Coordinate and lead the process of the timely submission of the mandatory reports to the government
Internal and External Audits
Lead on internal and external audits by coordinating all requirements leading up to each audit. This includes: Maintain the Share point folder for all documents required by auditor and spot-checking team and provide access to the auditor for review. Maintain the audit recommendation tracking sheet and ensure timely reminders and follow up with managements for implementation of the recommended actions. Lead the process of retrieval and compiling the required finance, supply chain and program documents after receiving the audit sample from the auditors and prepare box files for the auditors. Maintain a folder of updated strategic documents like DRC registrations, operational handbooks, policies and procedures, annual audit reports, organograms, and any other documents commonly required in audits and spot checks. Maintain a lot of audit findings and their implementation status for SMT to review quarterly and provide support service departments to improve compliance. Maintain a requirement of basic documents under each category of spending based on the audit experiences and disseminate within the team to strengthen the standardized practice of adequate documentation.
Code of Conduct & Accountability
Be focal point for COCRM at country level to HQ and RO. Conduct trainings/refresher for staff round the year. Conduct CoC inductions to all new staff. Ensure proper visibility materials are rolled out for CoC/Accountability/ COCRM in all operational areas. Develop a proper mechanism to train every staff, especially front-line staff on CoC/CoCRM When assigned, perform necessary investigation of allegations of irregularities, fraud, corruption or other forms of misconduct by ensuring high levels of confidentiality and professionalism during conduction of the investigation.

About you
To be successful in this role we expect you to have a minimum of 5 years progressive experience in risk management, audit and compliance, ideally, in the humanitarian or development sector . Moreover, we also expect the following:
Required
Knowledge of the fiscal and legal environment of Tunisia is necessary Previous experience with DRC would be an asset Advanced university degree (or bachelor’s degree with equivalent professional experience) in a relevant field. Team /Project Management qualifications or certificates Work experience in an NGO and multicultural environments would be an asset. Work experience in full remote setting would be an asset. Work experience and knowledge of the local context (Tunisia, Libya and Algeria) would be an asset. Excellent computer skills with MS Word and Excel. Communication skills and ability to convey ideas easily. Experience with standard procurement procedures and documentation of NGO sector Familiarity with procedures and regulations for donors such as UNHCR, BHA, and the European Commission. Demonstrated commitment and understanding of DRC's values and mandate, with the ability to integrate them into your work. Fluency in written and spoken Arabic, French and English
Desirable
Knowledge of the fiscal and legal environment of Libya and/or Algeria is desirable Relevant professional humanitarian qualifications/certificates from recognized training programs in grant-related areas (M&E, IM, CHS, SPHERE, Protection, etc.) are desirable
