About the role:
HALO Yemen is seeking a Programme Officer to join their team, based in Aden and Taiz, in internationally recognised government (IRG) held areas of south Yemen. Fighting since 2014 has left significant explosive contamination around current and former frontlines where we operate. Now among the world’s most mine and explosive ordnance (EO) affected countries, HALO intends to grow the programme in Yemen significantly to address this pressing, long term humanitarian and development issue.
The Programme Officer (PO) is integral to all phases of projects including donor engagement, securing funding, team and partner coordination, data gathering, analysis, reporting, and feeding back achievements and lessons learned. The primary roles of the PO are to manage donor contracts, to mentor and manage community outreach teams who conduct explosive ordnance risk education and socio-economic surveys, and to coordinate the monitoring and evaluation efforts for all programme activities.
Job Purpose
To ensure the programme maintains its current donor relationships and attracting new donors through the design and delivery of quality programming, in line with beneficiary, donor, and HALO needs.
Responsibilities include:
Day-to-day donor and contract management across the programme, including project proposals and reporting; monitoring, evaluation & learning (MEAL) across activities; communications; support to programme and operations functions and compliance.
Donor Management
- Day-to-day management of all non-financial aspects of grant management, including donor reporting, contractual compliance, and monitoring and evaluation.
- Write concept notes, project proposals and programme briefs for donors, with the support of programme departments to sustain current levels of funding.
- Review and draft budget narratives, coordinating closely with the finance team, for donor reports, work plans and proposals.
- Track the progress towards contracted donor outputs and targets and provide timely feedback to the Operations Manager, Programme Manager and International Finance Manager when adjustments are required.
- If funded, develop targets for operational and staff capacity building activities, with the Operations Manager and Programme Coordinator to be included in project proposals.
- Maintain strong working relationships with donors, including representing HALO at relevant meetings and events and organizing field visits as required.
- Support the Programme Manager seeking out new funding opportunities.
Project Management & Operations
- Produce high quality, relevant, and targeted explosive ordnance risk education (EORE) materials in line with relevant international and national mine action standards (IMAS/NMAS)
- Train teams in their use, in coordination with Operations
- Uphold safeguarding principles at all times and strengthen reporting mechanisms within the Projects team.
Partnerships
- Assist the Programme and Operations Managers in developing partnerships to deliver potential victim assistance, urban recovery and any other projects.
- Where required, attend national and international workshops and conferences, such as YMACC, OCHA and other engagements
Media and Communications
- Support in the development and preparation of programme publications, including presentation materials such as brochures, briefing documents, displays and PowerPoints.
- Support in the development and conduct of events.
- Draft monthly SITREPs for the Programme Manager.
General Support
- Support with hosting visitors: overseeing the planning, execution and management of actions related to visits in collaboration with other senior managers.
- Support the identification and implementation of staff welfare measures, such as The Happiness Index surveys and actions.
- Support the drafting of strategic documents.
