The Position:
The Budget/Operations Analyst position is part of the Operations Unit in the Yemen Country Office. UNFPA Country Office in Yemen expanded its activities in the course of 2023 and continues to expand in 2024 to accommodate the increasing and urgent humanitarian needs. Given the nature of the assignment that cuts across different office units,
Budget/Operations Analyst will report to the International Operations Manager under the overall supervision of the Deputy Representative. He/She will work closely with existing Finance, Procurement/Logistics, and Programme units in the Country Office.
The Finance unit is part of the Operations Unit and is responsible for financial and budget management, and for the provision of advice, operational guidance, support and oversight in the areas of general accounting, accounts payable, contributions receivable, other accounts receivable, fund management, donor reporting, and
management of cash transfer to IPs. The finance unit also plays a key role in the monitoring of expenditures and preparing financial donor reports in coordination with budget owners and programme units.

Job Purpose:
Under the overall guidance of the Representative and in coordination with the Deputy Representative, and direct supervision of the International Operations Manager the Budget/Operations Analyst role is responsible for providing guidance, support and oversight to UNFPA Yemen CO offices in the areas of budgeting, accounting and supervising operations, to ensure a more effective management of funds and accounting for financial resources. The Budget/Operations Analyst will be responsible for accounts review and reconciliation, oversight of cash transfers to implementing partners (IPs) and financial donor reporting. He/She will provide a strong linkage and synergy between the Operations and Programme in terms of budget development.

Advanced university degree in accounting / financial reporting or related discipline. A recognized professional accounting designation (CPA, CA).
