JOB PURPOSE


The role holder will conduct high level research and studies to achieve the objectives of the council, and provide consultancy on policies, processes, laws and regulations. The outcomes expected are in the form of analytical reports, benchmarks, and recommendations when required. The role holder will b expected to form beneficial strategic partnerships and collaborations. In addition to this role, the role holder is also responsible for supporting GSO strategic and operational planning and performance management processes to ensure their timely and effective execution. The role holder collaborates with relevant internal stakeholders to ensure effective delivery of these processes. The role holder is also responsible for delivering initiatives and projects related to organization transformation and change management to enable improvement of organizational performance and facilitate necessary organizational changes. The role holder shall carry out his/her duties in accordance with the relevant business policies and procedures.


General Responsibilities:


  •   Conduct high level research for the council and prepare analytical reports, outcomes and recommendations• Bring in strategic partnerships and collaborations in the R & D area.• Participate in the development and implementation of the Development and Excellence section plans and budgets, in line with organizational objectives.• Act upon the Development and Excellence section mandates, ensuring effective work processes in order to achieve high performance standards.• Ensure compliance with organizational policies, procedures and quality standards in the Development and Excellence section.

Performance and Excellence


  • Facilitate the formulation of yearly KPIs for all departments, ensure sign off by all directors, and report performance towards established goals.• Recommend modifications to objectives/KPIs and recommend new, challenging objectives and targets based on review of past and current performance as well as industry trends.• Monitor departments’ KPI performance against targets to identify potential solutions for improving their effectiveness and efficiency.• Evaluate data and perform appropriate analysis to identify improvement opportunities as well as associated issues and risks.• Review and validate GSO’s long term strategic business plans and short-term plans in the perspective of media industry trends to provide recommendations for improving performance.• Conduct root-cause analysis based on conclusions from comparing GSO’s performance with objectives and vision.• Participate in the design and implementation of feedback and measurement systems to assure implementation of plans at all levels of the organization including projects and initiatives by departments.• Conduct periodical process reviews and update cross-departmental policies and procedures accordingly along with department champions, and communicate new/changed policies and procedures to all concerned.• Revise procedures, reports etc. periodically to identify hidden risks or non-conformity issues.• Provide support and training on process drafting to department champions.

Planning and Implementation


  • Design process and reporting templates and presentations to promote standardization and consistency according to GSO’s standards and methodologies.
  • Design organizational and process tools to define as well as measure, develop and communicate goals, objectives, strategy, targets, and metrics for GSO.
  • Provide necessary reporting on the state and progress of KPIs and initiatives.
  • Contribute to the formulation of strategic, short, medium and long term organizational plans.

Research and Analysis


  •   Gather and analyse internal and external data and information relevant to GSO’s operations to facilitate effective decision-making.• Conduct primary and secondary research to source information from public sources and industry databases using various methods to recommend new opportunities.• Provide research and analysis on best practices and trends among peer organizations.• Develop analytical models and tools to support required operational and strategic analyses.• Review and recommend improvements in GSO’s organizational processes, systems, policies and procedures.• Provide ad-hoc strategic and operational analyses as required.

Project Management and Delivery


  •  Support planning and delivery of performance–related projects and change management/transformation initiatives

Strategic Support


Provide regular information and inputs as required to support the work of GS Office and Internal Audit.• Support communication of strategic plan and objectives to the staff.• Provide coaching support to the staff on matters of performance management, including the design of KPIs and initiatives.• Cooperate with the Human Resources Section to develop a performance-oriented culture across GSO.• Facilitate department reviews and supports actions on new and emerging challenges.• Follow-up with departments on updates and reports for matters concerning the Strategy and Governance department


Other


Perform other responsibilities and tasks as directed by the Director of Strategy and Performance in order to meet section objectives.

Education and Qualification Required


Bachelor’s degree in Business Administration• Master’s degree in Business Administration is preferred

Internal Interactions:• Cooperate with General Secretary for providing strategic and managerial documentation for application across GSO• Cooperate with GSO departments for measuring performance and implementing improvement activitiesExternal Interactions:• Cooperate with GSO’s external parties to incorporate their feedback and capabilities into the organizational strategy
