Entity Type: Government Entity

Role Purpose:

The Stakeholder Engagement Senior Specialist plays a critical role within a government entity by fostering trust and collaboration with key stakeholders to support the successful execution of a portfolio of programs aligned with the Demand Side Management (DSM) strategy. This role ensures continued alignment between programs and strategic goals through comprehensive stakeholder engagement, governance, program oversight, and performance reporting.

Key Responsibilities:

  • Stakeholder Engagement & Collaboration
  • Build and maintain strong relationships with stakeholders, task force leads, and program managers to ensure strategic alignment and smooth program delivery.
  • Represent the government entity in strategic discussions, interdepartmental coordination, and high-level forums.
  • Program Portfolio Management
  • Ensure DSM program portfolios are effectively managed throughout the lifecycle, from planning to completion.
  • Implement and enforce lifecycle management standards and best practices in line with government frameworks and Centre of Excellence (CoE18) guidelines.
  • Maintain a comprehensive integrated schedule of programs and initiatives, with monthly tracking and reporting.
  • Governance & Risk Management
  • Oversee the allocation of responsibilities across relevant actors, including risk management, benefits realization, and communications.
  • Analyze and report on threats, opportunities, and gaps within the portfolio, recommending corrective actions and substitutions as needed.
  • Deliver monthly performance updates to senior leadership and stakeholders.
  • Benefits Realization & Financial Oversight
  • Collaborate with program managers to quantify and track benefits and cost savings.

1. Stakeholder Management & Communication

  • Excellent interpersonal and relationship-building skills with diverse internal and external stakeholders.
  • Strong written and verbal communication skills in both English and Arabic (preferred).
  • Skilled in negotiation, influencing, and managing expectations at various organizational levels.

2. Strategic Thinking & Policy Alignment

  • Ability to understand and align programs with broader energy policy and strategic goals.
  • Analytical mindset to assess the impact of stakeholder decisions on DSM programs and public sector priorities.

3. Program & Portfolio Management

  • Proficiency in managing large, multi-stakeholder programs with complex interdependencies.
  • Understanding of program lifecycle standards and tools (e.g., PMO frameworks, CoE18 guidelines).
  • Knowledge of project scheduling, milestone tracking, and integrated portfolio planning.

4. Risk & Benefits Management

  • Experience in identifying, tracking, and mitigating program and portfolio-level risks.
  • Familiarity with benefits realization planning and cost-saving analysis in the public sector context.

5. Data Analysis & Reporting

  • Ability to prepare and interpret performance reports, dashboards, and KPIs for senior decision-makers.
  • Skilled in tools such as MS Excel, PowerPoint, Power BI, or other data visualization/reporting software.

6. Government Sector Knowledge

  • Deep understanding of the public sector environment, especially the Abu Dhabi energy landscape.
  • Awareness of government processes, governance structures, and strategic planning cycles.

7. Change Management

  • Knowledge of change management principles and stakeholder readiness evaluation.
  • Ability to facilitate smooth transitions during policy shifts or program adjustments.

8. Collaboration & Teamwork

  • Strong team player who can work cross-functionally with project managers, analysts, and technical experts.
  • Comfortable operating in a matrixed and fast-paced government setting.

9. Time Management & Prioritization

  • Ability to manage multiple priorities and deadlines efficiently.
  • Experience handling urgent requests and high-impact stakeholder communications.

10. Technical Proficiency

  • Familiarity with project management software (e.g., MS Project, Primavera, or similar tools).
  • Understanding of DSM technical concepts such as energy efficiency, conservation, and avoided costs (preferred but not mandatory).
