General Description of Role and Responsibilities for the role of Stakeholder Manager within Operations & Maintenance
Coordinate stakeholder engagement in particular asset owners, Authorities, and other third-party stakeholders
Manage the Clients NOC and Permit to Work application portal for works with the public realm
Monitor permit and NOC applications and ensure that Community Rules are strictly adhered to and enforced
Draft and issue circulars relating to planned works and events, ensuring suitable advance notice to avoid disruption to the communities
Interact with Abu Dhabi authorities, mainly ADDC, ADCD, ADM, ADSSC, Transco, ITC, EAD, ADNOC, etc.
Coordinate with relevant utilities agencies, departments, and applicable authorities with mandated authority over the installed assets to ensure that applications for permits and NOCs from the Client already include the necessary authority approvals
Complete site co-ordination meetings and inspections ahead of issuing permits and NOCs and again once the permit and / or NOC has been issued
Build and maintain strong relationships with Key Stakeholders
Work closely with the O&M Contractors, PMC and client teams to ensure all interface queries/issues are satisfied and closed within SLA
Assist in monitoring the O&M Project delivery related to the utilities agencies and services providers against established baselines for required permits, inspections and approvals
Ensure interface activity are being performed in accordance with contractual obligations
Identify opportunities to improve the Stakeholder function
Perform other duties as assigned by the line manager/supervisor
Qualifications, Experience, Knowledge and Skills:
Bachelor's Degree.
Minimum of 10 years of working experience in UAE within the same or similar role
Particular experience required in administering NOC and Permit to Work systems
Working knowledge of Authority requirements, including ADSSC / SWS, ADDC, ADM, ITC, MCC, etc.
Arabic and English language proficiency
Experience of strictly enforcing Client rules and requirements
Ability to communicate with authorities' representatives
Demonstrated ability to build and maintain strong relationships with key stakeholders.
Ability to assume responsibility and to interface and communicate effectively with others
Proactive approach to resolving issues
Strong leadership skills
A methodical and structured manner of working
Ability to interpret drawings and specifications
Knowledge of local regulations and standards
Knowledge of permitting requirements
Effective oral and written communication skills at all levels
Ability to represent the company and project team professionally to the Client, Contractors and Stakeholders
