JOB DESCRIPTION

JOB PURPOSE



Supervise and control chartering activities pertaining to ADNOC Distribution’s tanker fleet ensuring that all chartering requirements are met as per company’s regulations and standards in addition to identifying opportunities for sub chartering when possible as per fleet activity.
Coordinate daily marine operations of ADNOC Distribution tanker fleet vessels in order to ensure cargo is handled safely and in line with operating targets and applicable regulations and standards.

KEY ACCOUNTABILITIES



Chartering Operations Management
Supervise chartering activities, by providing guidance, encouraging teamwork and facilitating related professional work processes in alignment with ADNOC’s Distribution strategy. Develop market information related to spot and time chartering, fuel product supply and monitor competitor’s activities for benchmarking. Ensure ship certificates and trade licenses are renewed and maintained in valid status at all times to ensure statutory and other requisite documentation is maintained and updated on all ships, including documentation and implementation of emergency response and safety awareness training drills.
Supervise the replenishment of products at Northern Emirates terminals through chartered vessels as per operational guidelines and ensure that 13 weeks product replenishment program is prepared and executed and foresee any obstacles in product delivery to advise tanker operations team leader. Supervise execution and delivery of marine sales orders to customers at Abu Dhabi and the replenishment of products to Dhow harbour depot through small marine tankers and perform required system transactions in ERP. Prepare initial lay time, demurrage and other voyage claim calculations, and submitting approved claims to charterers and brokers as well as insurance to oversee cargo claims and war risk premiums, and advise vessels itinerary of war zone areas Prepare technical evaluation for chartering ship candidates for spot and time charter requirements and ensures compliance with ports restrictions and ADNOC Vetting. Coordinate chartering requirements for other divisions of Lubricants and Aviation and identify opportunity to use ADNOC Distribution fleet or spot charter from market. Supervise Ships bunkering activities and identify opportunities for suitable bunkering time and location. Coordinate and supervise all related operations and invoice handling till payment. Supervise and process all Ship hire and bunker invoices and maintain clean statement of account for each supplier.

Operations Management



Coordinate with ship masters of ADNOC’s chartered tankers providing guidance in the related areas encouraging teamwork and facilitating related professional work processes to ensure tanker operations targets are met. Ensure the cargo handling it is done in accordance with approved safety and operational efficiency standards and procedures and ensure adequate reporting. Supervise day-to-day operations and handling of the tankers and verify reports and logbooks to ensure that ships are being operated safely and in compliance with ADNOC’s procedures and international flag state laws. Plan voyages and use in-house monitoring systems to monitor vessel operations including ship/ shore loading efficiency, passage performance, ship performance, ship condition, cargo measurement, crew, and ship operation standards in order to identify and resolve any issues. Administer the ship vetting/ inspection system and direct ships officers on such matters and on monitoring ship/ shore interface. Liaise with internal and external parties at the appropriate levels, including legal and insurance departments, customers, terminal operators and discharging ports, to ensure smooth flow of ship operations. Ensure that ship and crew documents are in line with the intended trading pattern of the ship to avoid non-adherence to requirements. Supervise tanker operations onshore and offshore staff, contributing to their performance management, recruitment, training and development to ensure high-level of engagement and a motivated work environment. Plan and controls discharge orders to ensure the economic turnaround of vessels in order to avoid delays in discharge and consequent demurrage claims. This includes coordinating with suppliers, ship owners, port authorities, shipping agents, terminal operations personnel and other users of the port facilities and ensuring that the nominated vessels do not clash with vessels of other users and that the vessels comply with all port terminal regulations. Execute the 13 weeks plan and coordinate with ADNOC Marketing to send timely cargo nominations and with receiving terminals to ensure berths and ullage availability.

Maintenance



Monitor and follow up on maintenance operations as per company procedures and that all ships comply with international and flag state laws to make sure that ships are capable of performing the intended voyages. Monitor the maintenance of flag and class certification to ensure compliance with all national, International, company and class standards as well as the hull and deck maintenance for the fleet.

Stakeholder Management



Establish and maintain good professional working relationship with all ship chartering stakeholders including ship owners, port authorities, agents, traders, brokers. This includes periodic visits and meeting with the above. Negotiate legal and other terms of the charter party with brokers, countering offers where possible in order to secure terms and conditions that are commercially favourable to ADNOC Distribution. Maintain relations with internal and external parties at the appropriate level, including other logistics departments, insurance, legal and finance as well as brokers, ship owners and charters to ensure smooth flow of communications and business relations.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS



Bachelor’s Degree, preferably in a relevant Supply Chain Discipline or Business-related field. At least 5 years or more experience in Ship Chartering or brokering and/or dealing Marine Operations within the oil & gas industry.
