Overview of the role
The Senior Quantity Surveyor (SQS) will be responsible for providing comprehensive cost management services, including estimating, measurement, and evaluation of variations. The role includes overseeing the selection and appointment of Consultants and Contractors, processing payments, and administering agreements and contracts within approved financial limits.
What you will do
- Design Analysis & Cost Estimation: Analyse design stages and prepare detailed cost estimates at various stages, including Pre-Concept, Concept, Schematic, and Detailed Design.
- Bill of Quantities: Prepare comprehensive Bills of Quantities to support project cost planning and execution.
- Quantity Surveying & Commercial Management: Support the line manager in delivering Quantity Surveying and Commercial Management services for multiple projects or large-scale developments.
- Procurement Advisory: Advise the AFGRE team and clients on procurement strategies for projects and consultancy services, ensuring alignment with time, quality, and cost objectives within the development plan.
- Commercial Guidance: Provide commercial advice to mitigate risks, optimize project value, and maximize return on investment for developments.
- Feasibility Studies & Benchmarking: Assist in preparing project feasibility studies and presentations, including the collation and analysis of cost data and benchmarking.
- Cost & Budget Reporting: Monitor, evaluate, and report on project costs, budgets, and associated risks/opportunities.
- Pre- and Post-Contract Services: Deliver pre- and post-contract Quantity Surveying services, including cost estimating, monthly valuations, cost reviews, budget forecasts, value engineering, claims analysis, variation assessments, and final account settlements.
- Insurance Monitoring: Ensure that project insurance policies (e.g., Professional Indemnity, Contractors All Risk, Third Party) are in place and maintained for construction works.
- Contractor & Consultant Prequalification: Conduct prequalification processes for Contractors and Consultants.
- Tendering & Evaluation: Prepare Requests for Proposals (RFPs), negotiate agreements, evaluate tenders, and provide recommendations for the selection of Contractors and Consultants.
- Contract Administration: Administer contracts post-award for both Contractors and Consultants, ensuring compliance with contractual obligations.
- Payment Management: Prepare and issue payment certificates for Consultants, Contractors, and Suppliers in line with project progress and contractual terms.
- Progress Monitoring: Attend project meetings, monitor project progress, and identify Quantity Surveying and commercial issues requiring attention.
- Communication & Coordination: Ensure continuous communication with the Project Management Team to highlight and resolve pertinent QS and commercial matters.
- Contract Management: Utilize standard form contracts in consultation with Group Legal to produce agreements for Consultants, Contractors, and Purchases.
- Compliance & Approvals: Adhere to AFGRE processes and forms, ensuring internal approvals are obtained as per group policies and the Delegation of Authority framework.
Required Skills to be successful
- Minimum 10+ years of experience working with Main Contractor/Developer/PQS on a diverse range of large-scale projects.
- Extensive expertise in cost planning/estimation, procurement, variation evaluation and processing payments and administering agreements & contracts.
- Experience in generating accurate cost/budget/cash flow, and other pertinent reports.
What equips you for the role
- Bachelor’s degree in Construction Economics/Quantity Surveying or equivalent experience
- Professional qualification (MRICS, MCIOB) a preference but not a necessity.
- Experience in Infrastructure, Retail, Residential, Commercial, High Rise, Hospitality construction experience is essential.
