Leadership
- Manage the effective achievement of the assigned section’s objectives through the leadership of the section – setting individual objectives, managing performance, developing and motivating staff, providing formal and informal feedback and appraisal, responsible for recruitment qualified staff and managing performance.
- Support the line manager in the development of the IT strategy, IT operating model, IT roadmap and service catalogue to ensure alignment to GCAA’s long and short-term strategies.
- Enhance core efficiencies and competencies, and leverage technologies to maximize performance and widen the scope of the IT services.
- Support the management of change initiatives relevant to the technology infrastructure functions.
IT Infrastructure Initiatives and Operations
- Manage the development of infrastructure standards, tools, technologies, architecture and data to ensure alignment of the same with the overall IT strategy.
- Create and implement contingency and business continuity plans to mitigate and minimize any network and system downtime or other risks.
- Research on new technologies in order to equip GCAA with best possible solutions where applicable and prepare required proposal.
- Conduct feasibility study on the infrastructure enhancements requirements.
- Oversee the on-going support and resolution of issues reported on GCAA’s IT systems by internal and external users.
- Ensure adequate training and awareness for the new systems launched.
- Manage the virtualization, storage, VMware, Hypervisor and system security technology, etc to maintain safe operations.
Systems Administration
- Manage the maintenance of IT infrastructure and datacentre to the required standards whilst ensuring users are provided with support to resolve operational problemstimely and efficiently.
- Ensure effective system configuration, administration and management of the infrastructure components in order to provide optimum network availability and support services to facilitate smooth functioning of the Authority’s business processes.
- Ensure effective analyze the point at which hardware/software should be replaced, based on total cost of ownership (TCO) and capabilities/features.
IT Security and Disaster Recovery Planning
- Define and manage the implementation of an effective & robust control, back up and security systems to safeguard & protect all IT operations/infrastructure & ensure the reliability & integrity of data.
- Implement and maintain processes to identify and assess internal and external threats and risks to facilitate effective implementation of system security measures.
- Planned implement effective technical measures in order to safeguard data integrity and user management.
- Analyze and resolve security breaches and vulnerability issues in a timely and accurate manner and ensure compliance to specifications / standards.
- Provide fault investigation/root cause activities in order to isolate and resolve technical problems.
- Ensure development and implementation of IT Service Continuity Plans including the provision of disaster recovery facilities.
- Design and test disaster recovery procedures, ensuring availability of systems/data in case of disaster or accidental loss of data by the user to support business continuity.
User Needs
- Participate in the development and implementation of a process to consult and communicate with users to determine and clarify their current and future operational business needs in order to develop, manage and recommend enhancements to the current IT infrastructure and support the changing business requirements.
- Manage the availability, capacity, configuration and release of IT services in according to defined timelines and policy standards to support business process and user requirements.
- Manage and conduct user training and review the user manuals to ensure that the end-users acquire the knowledge and skills needed to operate the system
Infrastructure Risk Management
- Review the potential threats to the exposed network and accordingly identify the impact and risks and prioritize incorporation and implementation of required controls.
- Identify and assess internal and external threats and risks to facilitate effective implementation of system security measures.
IT Asset/Inventory Management
Ensure effective asset management of related IT software / hardware/systems and ensure timely raising of requisitions and purchase orders for the timely replenishment of stock to fulfil business requirements.
IT Policies, SLA, Processes & Guidelines
Recommend improvements to IT policy/process/guideline and implement the controls covering all areas of the assigned IT section’s activity so that all relevant compliance requirements are fulfilled while delivering a quality, cost-effective service to customers.
Health, Safety and Environment
Ensure compliance with all relevant health, safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude as per IMS available standards.
KNOWLEDGE AND EXPERIENCE:
- Bachelor’s degree in Information Technology or a related field with 7 - 9 years relevant experience in the IT sector
- Certifications in System Engineering and Cisco Network Systems
- Certification in ISMS & ITSM ISO is preferable
