About the Job


  • Supervises to ensure that the overall Maintenance costs are controlled and monitored. Provides specialized expert opinion and advice to all maintenance disciplines on matters related to contracts, work service orders and purchases. Sets up system and organizes works in order to plan, control and facilitate budgeting, cost monitoring, controlling, and reporting of the CMS fixed Costs, Plant maintenance costs and CM Investments.


  • Aims to improve the reliability and availability of the plant with cost optimization practices


Key Accountabilities



Cost Monitoring and Control
 


  • Controls maintenance expenditure, reviews invoices and approves payment


  • Ensures timely invoicing.


  • Assists to prepare the five year Business Plan and the Key Performance Indicators for CMS and provides updates on KPIs during the year to measure performance. Prepares the annual budgets as part of the company five year business plan including CMS Fixed


  • Maintains financial records for contracts, reports variances and suggests corrective action.


Cost and Capital Investments


  • Communicates Units Rates, Overhead Keys etc. to OPCOs for their respective budgeting. Monitors activities in OPCOs performed by CMS and to control cost as per planed budgets.


  • Prepares accruals CMS Fixed Cost every month and submits to Finance, and assists explanation for OPCOs billing.


  • Initiates investment proposal and budget approval, and follows up for the approved budget allocation and makes sure investment is released for execution.


  • Advises the day to day cost related issues and budget availabilities.


  • Reviews and updates activity cost prices for Time-writing of contract hire technicians. Analyzes various data related to maintenance activity which have impact to the cost

  • Monitors projects/investments expenses, keeps track of the progress and costs.


  • Prepares monthly, annually and ad hoc cost reports for CMS.


  • Provides Monthly Operating Expenditure Outlook for end of the current year to Finance.


  • Ensures that all expenditure is committed in accordance with Delegation of Authority.


  • Monitors performance of awarded contracts and reviews accuracy of monthly payment applications during and at completion of contracts.


  • Assists in review and settlement of claims raised by contractors.


  • Reviews and analyses the HQ Finance monthly budget performance reports and provides recommendations as appropriate.


  • Works with computerized databases to manage deviations and minimize costs.


  • Prepares and analyses cost reports for projects.


Contract Management


  • Ensures that an effective and efficient administration and communication system is in place in accordance with contract budget & cost requirements.


  • Reviews Budget requirement for Contracts Request in CMS (Contracts Management system).


  • Supervises to ensure adherence to procedures for commitment of high value PR and contracts.


  • Prepares Procurement Planning System (PPS) related to 5 years business plan.


  • Assists in budgeting documents for short term labor/equipment/service hire agreements.

Minimum Requirements


  • Engineering Degree, preferably with Cost Controlling experiences or Accounting/Financing Degree or equivalent with engineering/maintenance background.


  • Certification in Cost Engineering is preferred.


  • At least 8 years' experience in maintenance planning, cost control and contract management, preferably in an oil/gas or petrochemical industry.


  • Knowledge of current industry and technical developments.


  • Experienced in engineering and procurement services cost control.


  • Familiar with costing and scheduling impacts under alternative contract strategies such as Lump Sum,


  • Bills of Quantities or Reimbursable. Excellent communication and interpersonal skills


  • Negotiating skills with a high standard of business ethic.


  • Data analysis and report writing skills.


  • Attention to detail.
