Procurement Management:
•Organize, supervise, monitor, and control all procurement and subcontracting activities on the project, ensuring professionalism and efficiency.
•Streamline procurement processes to align with company and client requirements.
•Implement and enforce Company policies and procedures (General Process Procedure - GPP) for successful project delivery.
•Coordinate with internal departments and vendors for procurement of project materials, equipment, and services.
•Develop procurement budget, project procurement plan, and execution strategy for individual projects.
•Manage end-to-end procurement process, including RFQs, commercial evaluations, PO award, administration, and closeout.
•Coordinate with Engineering teams for timely evaluation of vendor/supplier technical proposals and issuance of Technical Bid Tabulation (TBT).
•Prepare Commercial Bid Tabulation (CBT), negotiate with bidders, and award contracts.
•Oversee all procurement activities to ensure adherence to project schedules, specifications, and budgets.
•Review weekly progress reports for pre-award and post-award procurement activities.
•Monitor delivery schedules and ensure timely delivery of materials in line with project requirements.
•Evaluate vendor performance regularly.
•Provide procurement support for bids and participate in bid reviews and evaluations when necessary.
•Develop and maintain a commercially sound vendor base and survey the market for new supply sources.
•Monitor market conditions, price, and delivery trends for project materials and equipment.
Procurement Reporting and Coordination:
•Create and coordinate progress status reporting with stakeholders to ensure alignment with project priorities and risks.
•Prepare periodic procurement reports to keep stakeholders informed about procurement status.
•Monitor deliverables of procurement team members, expediters, document controllers, and vendor representatives.
Process Improvement and Cost Management:
•Provide recommendations to management to improve processes and save costs.
•Ensure procurement and subcontracting activities comply with procurement plans, project quality plans, contractual requirements, codes, and specifications.
•Select suitable vendors and subcontractors in coordination with company personnel and approved vendors list.
•Coordinate with planning department to understand material and service delivery schedules.
•Negotiate with vendors and subcontractors to ensure follow-up of orders up to completion, including buying, expediting, inspection, and shipment.
•Ensure application of Quality/HSE System procedures in procurement activities.
People Management:
•Define roles and responsibilities of procurement team and evaluate their performance regularly.
•Listen to team members, address their challenges, resolve problems, and prioritize activities.
•Organize daily activities of the team, providing guidance on priorities.
•Select personnel for procurement technical jobs and provide training and knowledge transfer.
•Motivate and engage team members for improved performance.
•Bachelor’s degree in engineering
•15 + Years
•Familiarity with ADNOC Group of Companies specifications and requirements.
•Understanding of QSHE (Quality, Safety, Health, and Environment) standards and requirements.
•Proficiency in budgeting, cost monitoring, and control.
•Knowledge of cash flow management.
