About the Role:
As a Manager Security Operations, you will lead the development, implementation, and management of strategic and tactical security plans at Dubai Airport and across the Emirates Group network.
In this role, you will provide direction to corporate and outstation teams on addressing general security and aviation-specific challenges in both local and international environments. You will also oversee compliance standards, conduct strategic risk assessments, and implement mitigation programs to minimize risks and safeguard business operations. In this role you will:
- Manage the day to day of the AVSEC measures and responses for local and global operation. Analyse and interpret the continuously changing local and foreign aviation security regulations which affect operations and advise regulators about operational realities to facilitate the publication of effective, reasonable, proportionate and timely mandates with business facilitation in mind. Liaise with the appropriate authorities to operationalize mandated extraordinary Security Procedures at high-risk stations and to develop and implement a regional security plan that assesses current threats and vulnerabilities in line with Government and Aviation Industry requirements.
- Oversee all aspects of aviation security specific requirements to the organisation that spans across the network, including, physical security, crew travel security, systemic investigations, regulatory compliance and certification, protection and extraordinary measures of IPPs (Internationally Protected Persons), VVIPs etc.
- Conduct threat assessment on urgent cases and make, facilitate the decision on incidents of bomb threats, travel of people of interest etc. To allow flights to depart or continue to operate while airborne under difficult circumstances such as a potential breach of procedure or policy based on appropriate risk assessment and threat analysis.
- Manage the third party aviation security business of Emirates Group Security and align the agreements to the IATA SGHA (Standard Ground Handling Agreement). Formulate the most appropriate tariffs and terms of agreement to best reflect the prevailing security landscape, resources used and economic situation and done at a profit to the organisation.
- Analyse and disseminate the latest preventive and security directives which may have major and direct impact to the relevant operational areas and to work closely with Corporate Communications in developing a position statement to manage the expectation of passengers of potential disruption to convenience.
- Develop the necessary system to meet the regulatory requirements e.g. US (TSA Transport Security Administration & CPB- Customs & Border Controls) through digital, electronic and/or manual manner/s and lead the team of highly trained security personnel to be kept abreast with the latest security/preventive directives issued by the regulators as the last line of defence for the organisation to prevent possible regulatory fine or flight diversion.
- Work with local and foreign government agencies as well as other security/intelligence organisations to gather, examine, evaluate and disseminate evaluated level of threat information related operations. Manage compliance standards, the development and implementation of corporate compliance and strategic risk assessments and mitigation programs which may also include loss prevention to limit liability and exposure for the business.
- Oversee programs of matters concerning aviation security to develop measures and ensure compliance across the network in responding to incidents and limiting exposure to liability in the protection of staff, company's resources and assets.
- Manage the security services contract of service providers across the network ensuring high level of performance and negotiate the best possible package for the company. Align the agreements to the IATA SGHA (Standard Ground Handling Agreement) where there is a limit on exposure in liability. Ensure that the tariffs and terms of the agreement are accordingly reviewed to best reflect the prevailing security landscape and economic situation.
- Represent the group on matters associated with new security policy and procedures with government security policy makers (i.e. Transport Security Administration, General Civil Aviation Authority of UAE, Bureau of Civil Aviation Security of India) and other relevant departments of foreign governments and Industry association (IATA, AACO, etc). Continuously foster close working relationships with regulatory bodies, high level law enforcement, intelligence and private sector counterparts for intelligence and information exchange and international benchmarking.
Airport Security Unit Specific:
- Formulate and manage the operational competency and efficiency of the team in the combat of illegal immigration, human trafficking, modern day slavery, travel of those who intent to commit crime or smuggling activities, potential unruly/disruptive passengers etc. through the development of relevant required specialised training and security education and monitoring in the realm of detection of travel document forgery, fraudulently acquired travel document, non-compliance visa & related travel requirements with high level of professionalism and customer oriented manner which reflect astute interviewing skills and potent analysis of cognitive and non-cognitive behaviour . The high level of performance of the team shall in itself be the deterrence factor.
- Analyse and disseminate the latest preventive and security directives which may have major and direct impact to facilitation immediately to the relevant operational areas and to work closely with Corporate Communications in developing a position statement to manage the expectation of passengers of potential disruption to convenience. To develop the necessary system to meet the regulatory requirements e.g. US (TSA Transport Security Administration & CPB - Customs & Border Controls) through digital, electronic and/or manual manner/s and lead the team of highly trained security personnel to be kept abreast with the latest security/preventive directives issued by the regulators as the last line of defence for the organisation to prevent possible regulatory fine or flight diversion.
- Develop the require intelligence on trends of illegal travel and latest tools in forgery & fraudulent detection to be optimally deployed for the operation by working closely with relevant bodies like the border security regulators, the international airline immigration liaison community, IATA CAWG. To represent the organisation at international forums on illegal travel and border controls if required.
