Job Title: IT Governance Specialist

Role purpose:


Contribute to the development, implementation, and communication of DCT’s IT governance framework to ensure that it is well-defined, compliant, and effective in managing risks while supporting the strategic goals of DCT and complies with all relevant regulations. 


Key responsibilities:


IT Governance Framework Development


  • Develop and implement an IT Governance Framework based on industry frameworks such as COBIT, ISO/IEC 38500 etc, including decision-making processes, roles, and responsibilities aligned with the DCT’s IT Strategy and Technology Department’s strategic objectives.

IT Performance Management


  • Design and implement a comprehensive IT Performance Management Framework that aligns with the Technology Department’s strategic goals and supports efficient governance and service delivery across all IT sections.
  • Establish KPIs and critical success factors for all IT services and sections to measure performance, productivity, and service quality. Ensure these metrics align with both operational objectives and business outcomes.
  • Monitor, report, and analyse IT Performance metrics and make recommendations for improvements.

IT Risk Management


  • Develop and maintain an IT Risk Management Framework aligned with industry standards (e.g., ISO 31000) and DCT’s ERM Framework, integrating it into broader IT governance processes.
  • Maintain and regularly update the IT risk register, documenting, categorizing, prioritizing risks, and ensure compliance with relevant laws and regulations.
  • Identify risks and track mitigation actions and ensure timely updates based on business and IT changes in collaboration with DCT's Enterprise Risk Management and Business Continuity section.

IT Service Continuity Management


  • Develop and implement an IT Service Continuity Management Framework aligned with industry standards such as ISO 22301 and NCEMA, ensuring the resilience and availability of critical IT services during disruptions.
  • Ensure all continuity plans and documentation are thoroughly drafted, regularly updated, and comply with guidelines issued by DCT's Enterprise Risk Management and Business Continuity section, as well as relevant industry frameworks.

IT Policies and Procedures Management


  • Ensure compliance with all relevant IT regulations, standards, and applicable laws.
  • Develop and maintain policies, processes, and procedures related to IT governance, ensuring they are well implemented to support operational and service quality requirements.

IT Audit and Quality Management


  • Develop quality-related policies, procedures, and processes to ensure effectiveness, efficiency, and continued improvements of IT services & solutions.
  • Ensure continuous review of Quality Framework, policies and procedures, incorporating IT best practices and reflecting the latest Technology Department developments.
  • Identify any potential Quality issues as per defined process and escalate potential quality issues to ensure Service Levels are being met.
  • Partake and facilitate IT planned and random audits to sustain effectiveness of the processes and procedures. Ensure the alignment with industry standards and organizational guidelines. Consolidate the internal audit findings, prepare and execute corrective action plans.

Collaboration


  • Collaborate with various IT sections, providing guidance on best practices and frameworks such as the EA Governance Framework and Vendor Management Framework, IT PMO etc.
  • Ensure alignment across IT sections by offering support and expertise to ensure these frameworks are effectively implemented and adhered to, enhancing overall IT governance and service delivery.

  • Carry out any other duties and responsibilities related to the role at the request of the direct manager.
  • Follow all relevant departmental policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.
  • Demonstrate compliance to organization’s values and ethics at all times to support the establishment of a value-driven culture within the organization.
  • Contribute to the identification of opportunities for continuous improvement and sustainability of systems, processes and practices, while considering global standards, productivity improvement and cost reduction.

  • Take an active role in the EHS initiative and adhere to the DCT Occupational Safety and Health policy, regulations, and laws, and provide help to the Corporate EHS in executing the OSHMS.
  • Report any incidents, near misses, occupational illnesses, unsafe practices, and conditions immediately to the concerned person and participate in the investigation of OSH incidents, as required.

Qualifications


  • Bachelor’s Degree in IT, computer science, Information Systems, or a related field.
  • Certifications in IT Governance (e.g., COBIT, CGEIT, ITIL etc.) are highly desirable.
  • Certifications in IT Frameworks and standards such as ISO/IEC 38500, ITIL v3 and v4, ISO 20000, ISO 27001, ISO 22301, PMP are preferred. 

Experience


  • 1-2 years of experience in IT governance, IT risk management, and IT compliance, preferably within a large or complex organization.

Skills & Competencies


  • Full professional English proficiency both in speaking and writing.
  • Skilled in MS Office (PowerPoint, Word and Excel).
  • Strong problem-solving and critical-thinking skills.
  • Excellent written and verbal communication skills - including appropriate stakeholder alignment.
  • A keen eye for detail and an unwavering commitment to quality and creative excellence.
