Context:
The Hazardous Waste Treatment Facility (HWTF or BeAAT) includes TDU, deoiling tricanter, Stabilization, Class I and II landfill, PCT, mercury treatment unit, and Incineration lines with a capacity around 60 KTA;
The Natural Occurring Radioactive Materials Treatment Facility (NORM) is a new 6,5 KTA decontamination facility, including a high pressure water descaling system, incineration and encapsulation of ashes.
Two / third of the assets were commissioned in 2021 and some alignment works, process, procedures should be implemented to comply with Veolia standards.
Position Summary:
The HR manager is responsible to lead, manage and support all Human Resources related activities in both NORM & BEEAT plants, while ensuring all related policies, processes and procedures are updated and complying with the company and local government regulations.
Key Responsibilities:
Bridge between management and employee relations by addressing demands, grievances and other employee related issues
Manage the project manpower plan and coordinate with the central recruitment team in managing the recruitment and selection of candidates for the project at all levels, while ensuring employment contracts are initiated and signed at the local level
Manage the new employee orientation program to foster positive attitude toward company goals.
Manage and supervise all aspects related to employment visas, work permits, immigration & employment related government regulations and relations, including any site security access passes required for personnel and machineries accessing the site.
Supervise the team to ensure proper records of benefit plans such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics are up to date and accurate at all times
Develop and maintain job descriptions, offer letters, employment contracts and any other documents required from time to time.
Manage all employee related insurances (Medical, Life & disability, Workmen compensation) and all related matters.
Directs and manage the activities and administers all travel and transportation arrangements for all expatriate employees and their family members
Oversee and manage employee leave plans and ensure proper utilization of balances as per internal policies and procedures
Work closely with line managers to identify training needs and develop career paths using performance appraisals and communication to address company needs.
Coordinate with the central training and development team in meeting all the training needs of employees, while ensuring continuous development of skills and competencies
Work closely with all the project employees to ensure that tools and policies are aligned, enhance employee engagement and ultimately improve their performance
Continuous coordination with shared services team to maintain the project payroll for the employees to include processing, reporting, reconciliation, accruals, bonuses, and other company pay policies timely and accurately
Compile and manage the staff cost budget
Coordinate with the shared services team in contributing to the Emiratisation program including recruitment & retention strategy of local talents
Manage all aspects related to staff and management accommodation
Ensure an acceptable standard of Quality, Environmental & Health and Safety Management System is maintained in accordance with recognized working practices and the company’s QHSE manual and policy
Ensure and supervise timely renewal of all project licenses, insurance and other legal formalities
Prepares statistics on manpower/salary/allowances for the use of company’s management
Oversee the administration of the HRMS (MenaMe), including managing user access, permissions, and system updates.
Generate and analyze HR data reports from the HRMS to support decision-making and strategic planning.
Develop and implement initiatives to enhance employee engagement and foster a positive work environment, including organizing social events and team-building activities.
Qualifications and experience
Holder of a Bachelor's Degree in Human resource management or related field (Msc. Degree in HRM is preferred)
10+ years of Middle east experience in a similar role in the industrial/manufacturing industry (Oil & Gas experience is preferred)
In-depth knowledge of UAE labor law and familiarity with local authorities regulations including and not limited to the Critical Infrastructure and Coastal protection authority
