Business Need / Purpose of Role


The Global Head of Operations – Government Services reporting to the Global VP, Government Services, based out Dubai, UAE shall be part of a high-performing global team and act as the senior central point of contact / subject matter expert for the preparation and execution of existing and future contracts on a global scale. You shall be responsible for managing and overseeing the deployment and development of resources, building long-term relationships with clients, regions, locations, service providers, regulatory bodies, and others to successfully deliver GS Sector objectives.


This role requires you to have built a solid network and have a deep understanding of the shipping industry, government dynamics, interactions, sourcing, and funding mechanisms


This is a hands-on role. You have an inquisitive can-do attitude, are an excellent communicator and a key facilitator that can drive and lead multiple interactions between our internal and external stakeholders across the regions. As subject matter expert you are expected to provide clear strategic and tactical guidance to the Leadership Team and Country Locations. You will ensure best practices are shared and leveraged across the regions and used to drive operational efficiencies.


As SME you will work in close relationship with the Area General Managers, Country Teams, Sales, Bid Director, Procurement, and other relevant departments. You will contribute to the development of a partnership network that will support the execution of our contracts. As a SME you will stay ahead of industry trends, regulations, and events.    


Objectives & Measurement – Key Responsibilities


Operational Excellence


  • Ensure effective operational planning and budget setting and efficient use of the funds, with close attention to continuously improving return on investment and minimizing risks.
  • Contribute substantively and creatively to strategic management budget discussions and in prioritizing choices for investment to ensure value for money, transparency and accountability of funds in line with existing resource goals and strategy.
  • Proactively keep abreast to changes to Award(s) and Contract(s) deliverables to ensure that the strategy and plan has resonance and is up to date with new thinking, and to enable a higher-level contribution to overall success.
  • Provide coaching, training and inspiring performance that delivers to members of the Sector, separate Programs, or Contractors.
  • Manage conflicts and resolving disputes in accordance with Group values and leadership behaviours.
  • Develop strategy and lead the Supply Chain Planning, Scheduling and Logistics components of the division’s business.
  • Understand, define, development & implementation Logistics processes with a focus on in-land operations being supplied by global networks.
  • Communicate across all internal and external business partners to identify cost drivers and identify the most efficient processes and procedures across the organization and optimize cross-departmental interaction regarding logistics activities.
  • Coordinate cross-functional teams, seeking field feedback, and tracking results.
  • Monitor conformance of practices against company policies and standard work procedures.

Contracts Management


  • Directing and monitoring contractual strategies, agreements and obligations and consistently keeping the region briefed regarding modification and amendments.
  • Conducting economic price adjustments (EPAs) within the contracts; reviewing and approving prices stipulated in the Request for Quotation (RFQ) and Request for task orders (RTOPs) and guiding the contracts team in preparing written technical proposals. Setting long term strategies for negotiations and agreements with service providers.
  • Setting pricing strategies and schedules for the entire region for submission and renegotiation of rates taken by Country Managers to ensure compliance with Statements of Work (SOW) against which rests the competitiveness of prices and standards of delivery of service.
  • Present, negotiate and ensure contractual obligations are met for prospective and existing vendors, contractors, or sub-contractors engaged in delivery of tasks.
  • Provide oversight and backstopping for the contractual requirements of projects to ensure good contract management and prevent over-runs.

Knowledge, Skills, and Abilities


  • Competent user of the Microsoft Office suite including Outlook, Excel, and Word.
  • Being able to communicate verbally/writing in a clear and concise manner.
  • Balance multiple tasks, changing priorities & operate within a deadline-oriented environment.
  • Good interpersonal relationship in managing people/sub-ordinates, planning, organizing. 
  • Excellent attention to minute details.
  • Self-driven, organized, good communication skills.
  • Strong planning and coordination skills.
  • Strong Problem Solving & Analytical Skills.
  • Excellent Customer engagement and management.
  • Having a global perspective and possess a progressive thinking skill.

Education, Qualifications, Certifications, and Licenses


  • Minimum of 10 years of relevant experience handling Government Contracting.
  • Having good experience in managing complex Military / Humanitarian Projects / Missions in demanding environments.
  • Capacity to Leading and developing multicultural teams within an international organization.
  • Experienced in building strategic relationships within a very regulated sector.
  • A Strong Negotiator and Pragmatic Problem Solver.
  • Having solid project management capabilities.
  • MBA, bachelor’s or master’s Degree or similar or equivalent work experience.
  • Relevant experience of handling Government Contracting.
  • Availability to travel internationally.
