JOB DESCRIPTION
ABOUT THE JOB
Supervise, ensure availability of telecom services and provide technical expertise in telecommunication engineering and plan, coo.Qrdinate, direct, manage execution of jobs related to Plant Telecommunication system to ensure availability and reliability of the assets and to minimize downtime of the facilities.
KEY ACCOUNTABILITIES
• Provide technical advice and guidance in routine, preventive and predictive maintenance of Plant telecommunication systems to aid the plant operations in adhering & enhancing the HSE policies of the company.
• Personally carry out the more specialized or complex repair/maintenance of telecommunication systems.
• Planning and preparation of maintenance programs, directing the implementation of such programmes, examining equipment performance and implementing programs of maintenance cost control with maximum safety and efficiency.
• Maintain plant Telecommunication equipment in line with HSECES guidelines and ensure compliance to MAT requirement.
• Develop conceptual studies and write statement of requirements for new projects and ensure uniformity and standardization compatibility at optimum level in design and engineering in all phases of the project.
• Review and endorse engineering designs prepared by service providers, vendors and contractors for all Telecom, Radio, Public address and general alarm system, CCTV, structured cabling and plant access system.
• Identify, evaluate, select and test new telecom and network technologies to meet current and future business needs. Ensure state-of-the-art technology is applied in selection of all telecom equipment.
• Maintain Network system, wireless network and LAN configuration, VoiP and hotline system settings, industrial plant broadcast system configuration and industrial security system configuration, including access control monitoring system, anti-intrusion system, etc.
• Monitor I coordinate installations during construction, witnesses Factory and Site Acceptance Tests, pre-commissioning and commissioning of Telecom equipmenUsystem and assure that the installation/performance is in accordance with the specifications. Develop, execute and handover minor upgrade projects after successful completion and ensure these projects are in compliance with standard and procedures. Apply cost-effective solutions, value engineering throughout the duration of projects.
• Act as division focal point to review & comment on projects telecom activities performed by projects, Consultants, FEED Engineers and EPC contractors.
• Participate in planning and execution of telecommunication & surveillance modification, expansion or new equipment installation. Includes reviewing user's requirements and recommending type and scope of system as appropriate for planned work. Estimate costs of materials, spare parts and work force to be utilized in the assignments for budgetary purposes and participate in user service agreement preparation and negotiation.
• Coordinate with TRA (Telecom Regulatory Authority) through Telecommunication Team in IT Division for any radio Interference and for approval of any new radio equipment and obtain TRA licences.
• Participates with concerned PTT staff in carrying out site equipment maintenance activities and any other major repairs whenever they occur.
• Execute jobs with PTT Network technical personnel and coordinates/assists in various analysis I testing of the fault until complete network operation recovery is established.
• Coordinate and liaison with PTT (Etisalat & Du) and participate in rectification of any network equipmenUiinks abnormality.
• Investigate, analyse and recommend corrective actions for all network failures, particularly in the network medium, communication links and PABXs.
QUALIFICATIONS. EXPERIENCE. KNOWLEDGE & SKILLS
Minimum Qualification
• Bachelor Degree in Electronics and Telecommunication Engineering or equivalent professional qualification.
Minimum Experience & Knowledge & Skills
• At least 6 years of experience in managing Telecom Engineering services within a large Industrial organization, preferably In the Oil and Gas industry.
• Good knowledge and experience in Industrial Telecommunications.
• Experience in guiding technician for testing and troubleshooting of Telecom, CCTV, PAGA and plant access control systems, testing and troubleshooting of cable networks.
• Experience on Microsoft Server Technology.
• Good technical understanding of network hardware, Internet standards, network & communication protocols
• Hands on experience on LAN, WAN, Wireless LAN, and WWAN along with the complex network & switching systems
• Experience in using MAXIMO I SAP for planning, scheduling and analysing work orders
• Experience in supervising subordinates and contractor activities.
