Role Purpose


To lease the strategic design and implementation of training and development programs that enhance employee competencies and organizational effectiveness, ensuring alignment with DCAA’s strategic goals and Dubai Government standards for HR development. This includes conducting in-depth training needs analyses (TNA) and developing innovative solutions to address identified skill gaps.


Key Responsibilities/Duties


1.Training & Development:Implement training and development programs based on the identified needs across all departments. Work closely with department heads and line managers to ensure the effective execution of training initiatives that foster employee skills enhancement and support DCAA’s operational objectives.


2.Training: Collaborate with line managers to design and implement training programs that meet specific departmental needs, ensuring all materials and content are relevant and effective. Execute in-house training programs in collaboration with relevant stakeholders, ensuring that these programs meet immediate organizational and employee needs.


3.Induction Programs: Develop and implement induction programs for new employees to ensure smooth onboarding and alignment with DCAA’s operational requirements. As well as for internship students.


4.Training Effectiveness & ROI: Monitor and evaluate training program’s effectiveness, success and ROI periodically and provide regular report to management reflecting key achievements in employee development, challenges and ROI for training initiatives.


5.Performance Appraisal Reports: Study and analyze the Performance Appraisal reports to stand on the common areas for development among the organization. Support the departments in linking their KPIs to the overall functional accountabilities and objectives.


6.Task Management: Implement, oversee and analyze the task management system, ensuring regular feedback loops between employees and line managers. Facilitate the alignment of performance reviews with DCAA’s strategic objectives and provide recommendations for performance improvement and professional development based on appraisal outcomes.


7.Talent Development: Design and implement a robust talent development framework that connects performance appraisals to succession planning within DCAA. Identify high-potential employees through appraisal data and create targeted development programs (IDP) to prepare them for future leadership roles.


8.Individual Development Plan: Execute individualized development plans (IDPs) for employees by collaborating with department heads to ensure alignment with employees’ career goals and organizational needs. Facilitate the follow-up on these plans to track progress and effectiveness.


9.Training Budget Responsibility: Assist in the preparation and execution of the training budget. Ensure all training activities are aligned with the allocated budget and provide feedback on resources allocation for maximum cost effectiveness.


10.Policy Design: Contribute to the strategic development of the HR Policies related to employee training and development. Regularly review and update these policies to ensure they align with the latest government directives and global HR trends.


11.Data Analytics & Reporting: Collect and analyze training data to track the effectiveness of programs, prepare detailed reports and recommend improvements based on performance results. Utilize data to provide insights to senior management on the impact of training initiatives on organizational performance and to guide future training investments.


12.Cross-departmental collaboration: Foster cross-departmental collaboration to ensure that training initiatives are aligned with the operational needs of various departments. Serve as a strategic advisor on matters related to employee development and competency improvement.


13.IT Security: Ensure compliance with non-disclosure and confidentiality agreements, as well as DCAA security policies, to safeguard both government and DCAA confidential information. Address and rectify any ISR audit findings, promptly report security incidents, and engage in ongoing security awareness training to prevent unauthorized access or disclosure.


14.    Other duties: Perform other job-related duties as may be assigned from time to time by the Head of HR Policies and Development Section.


Academic Qualifications:


Bachelor’s Degree in Human Resource or equivalent degree.


Certifications:


  • CIPD
  • Training Needs Analysis
  • Customer services

Professional Experience:


At least six (3-6) years’ working experience in HR and Training.At least three (3) years in Professional role.
