Role Purpose
To provide the Director General and all DCAA Sectors and Departments with relevant and timely advice on all legal matters, and preserve the organization’s rights and obligations/liabilities in order to support the development of aviation in the Emirate of Dubai.
1.Legal Consultancy: Provides the Director General and all DCAA Sectors and Departments with the necessary legal opinion on organizational legal matters, the interpretation and application of federal and local legislation, agreements and obligations as a result.
2.Legal Drafting: Review all organizational agreements and memoranda of understanding (MOU) and draft them to ensure that they are in compliance with the legislative requirements and DCAA organizational polices.
3.Knowledge Retention: Keep abreast of legal developments by continually monitoring legal opinions expressed by judges, as well as any relevant changes in legislation or changes to the judiciary.
4.Organizational Advocacy: To study all cases of the authority; to follow-up disputes and cases in which the authority is involved; to supervise preparing necessary authenticated documents and instruments to discharge the authority from any lawsuit against any latter and to submit duly responses with legal proofs.
5.Legal Representation:Represent the organization with all governmental/ non-governmental entities and judicial authorities in all legal matters to provide legal necessary support to the authority to administer operations of the latter.
6.Agenda Preparation: Prepare research agendas and ensure that work is going smoothly and that deadlines are clear.
7.Legislations Reports: Prepares and reviews reports on matters relating to organization’s legislations and analyzes the legislation, recommendations, guidelines and reports from national and international organizations, based on applicable rules and regulations in the UAE. In addition to writing reports and observations and maintaining databases with respect to all the research that is made.
8.Legal Researches:To perform a regular fruitful legal research related to the organization on a yearly basis.
9.Legal References: To ensure that all legal legislations are already applicable at the authority; to take the initiative to detect dodges at applicable decisions and instructions through the rightful application; to suggest necessary amendments.
10.Communication: Attend meetings, communicate with clients, as well as manage litigation matters. Strengthen the fruitful relations with contacts to benefit from them in the future.
11.Legal Support: Counsel and support other units by providing legal expertise and insights, with regards to Human Resources law, partnerships, international ventures, corporate finance, etc. Review and ensure all projects are legally compliant as per DCAA and local legal framework.
12.Risk Management: Apply effective risk management techniques and offer proactive advice on possible legal issues.
13.Administrative Decisions: To prepare legal formula for administrative decisions taken by the authority.
14. IT Security: Ensure compliance with non-disclosure and confidentiality agreements, as well as DCAA security policies, to safeguard both government and DCAA confidential information. Address and rectify any ISR audit findings, promptly report security incidents, and engage in ongoing security awareness training to prevent unauthorized access or disclosure.
15. Perform other organizational excellence related duties as may be assigned from time to time.
Academic Qualifications:
Bachelor’s degree in Law or equivalent degree.
