Göksu Taşeli Watertshed Development Project (GTWDP) is jointly funded by Government of Turkey and International Fund for Agricultural Development (IFAD). The Project will be supervised by IFAD (Financier). 


Göksu Taşeli Watershed Development Project (GTWDP):


UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. 


The overall objective of Göksu Taşeli Watershed Development Project (GTWDP), is to reduce rural poverty by supporting economic diversification through value chain development and sustainable natural resource management. The Project targets to increase farmers’ income from improved agricultural production and marketing activities in the targeted area with strengthened resilience to climate shocks. The Project would also contribute to improving the standards of living of the nomadic Yörük tribes in the highlands of the Taurus Mountains, through capacity building that would assist them to organize for improved management of the common natural resources. The project outcomes include:


i)       sustainably increased farm productivity, 


ii)      higher product prices received by smallholder producers. 


The GTWDP is being implemented in selected villages of 11 districts of Konya and Karaman provinces of Central Anatolia. These districts are located in the Göksu sub-catchment, one of the four in the East Mediterranean Watershed. The Project area includes 238 villages that are situated in the mountainous parts of the 11 districts where the elevation varies between 600 m and 1 800 m. Each component would focus on elements of the identified value chains (VCs). 


The GTWDP includes three components namely:


i)       Agricultural Productivity and Natural Resource Management,


ii)      Market Access Enhancement and 


iii)     Project Management.


  1. 3. Scope of Work 

Under the supervision of Projects Coordinator and MoAF Surveys and Projects Department (SPD) of General Directorate of Agrarian Reform, the GTWDP Regional Field Engineer (RFE) will carry out his/her duties within the scope of work program by travelling the other provinces which he/she is responsible for. The RFE will carry out all operational management, coordination and reporting activities for the implementation of the civil works activities at the regional level. 


The GTWDP Regional Field Engineer (RFE) will have the following responsibilities:


  • Coordinate the identification of the eligible infrastructure investments in each component in consultation with the RPMU team. Ensure that the infrastructure investments are selected in a participatory manner and that they address the production improvement and marketing needs of the target group.
  • Conducting civil works need analysis and planning and procurement planning studies.
  • Weekly, monthly, quarterly and yearly full provincial civil works monitoring reports.
  • Participate in the orientation workshops to sensitise relevant stakeholders about the infrastructure investment selection criteria, ownership, management and available project support. 
  • Develop a pipeline of potential infrastructure investments that could be supported by the project in the remaining duration. Based on the list of the pipeline projects support the RPMU/PPMUs in reflecting the annual infrastructure development plans in the AWPB.
  • Prepare feasibility studies of selected infrastructure investments, supported by drawings, descriptions of synergy with other sub-components and including measures to make these investments environmentally sound, climate resilient. 
  • Assist the procurement specialist with technical specification of works, preparation of tender documents and tendering for implementation of the works. 
  • Participate in bid opening and evaluation committee in evaluation of bids for infrastructure woks implementation including technical feasibility of proposals, preliminary cost estimation, 
  • Manage contracts for works procured by the Special Provincial Administrations (SPA) for the implementation of the infrastructure projects. 
  • Participate and contribute to discussions with applicant design companies and other interested parties in decision making during the construction stage.
  • Where required, facilitate the development of management agreements between different actors for operating the infrastructure.
  • Conduct periodic monitoring and follow-up visits to the infrastructure sites to assess the quality of implementation according to technical requirements.
  • Provide technical assistance to overcome any issues and bottlenecks observed during the follow up visits, and train the actors engaged in the management of the infrastructure where relevant. 
  • Coordinate activities of construction site daily supervisors in accordance with agreed procedure and standard formats and in the purpose of ensuring quality and actual quantity of work done.
  • Supervise and personally participate in the activities of technical acceptance and physical handover of performed works.

4.      Institutional Arrangement


The Regional Field Engineer (RFE) reports to the Rural Development Projects Coordinator and the Head of Surveys and Projects Department of General Directorate of Agrarian Reform. The incumbent reports to UNDP and MoAF, specific reporting lines will be communicated to the incumbent upon signature of the contract. He /She will work in coordination with the Regional and Provincial Project Staff, Provincial Project Officers, PPMU and CPMU employees

6. Minimum Qualifications of the Successful NPSA


Minimum Education requirements
  • Advanced university degree (master's degree or equivalent) in Civil Engineering is required, or 
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Minimum years of relevant work experience 
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant working experience with projects for infrastructure/superstructure construction and/or rehabilitation, including design and construction supervision with proven ability work in a multi-disciplinary team and with the rural populationis required

Required skills 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. 
  • Knowledge and experience in relevant thematic area

Desired skills in addition to the competencies covered in the Competencies section
  • Experience in the area of civil works, preparation of tender documents, supervision of construction works, project supervision and implementation is required
  • Experience with the agriculture and rural development sector will be an asset. 
  • Professional experience in an internationally funded development project. Institution (Such as UN, IFAD, World Bank, ADB, EDB, etc.) or European Union
  • Knowledge of Public rules and procedures about Civil Works
