CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE:


This role will primarily support the Head of New Business Development, PDQI Director, and other country programme staff to grow Save the Children funding and partnerships at country level in order to resource the Country Strategic Plan 2024-2027.


The person will be expected to support the proposal development process and ensuring the final product is responsive, competitive, and timely. S/he will be working with the PDQI, Operations, and Finance teams to support the proposal design and development process, collaborating with a wide range of stakeholders to ensure inputs from different departments are provided on time, meet donor requirements, and are integrated coherently across proposal documents. S/he will also support the development of programmatic and sector-specific outlines, presentations, and short concept notes/programmatic offers to engage with donors and Save the Children members. The Country Office NBD Assistant will be responsible for inputting into the funding tracker, capture planning and continuous learning processes (where applicable) through existing tools, as well as to support the completion and maintenance of interactive funding tracking systems (e.g. PowerBI), identifying where possible options for integration with other Country Office tracking systems. As and where needed, the NBD Assistant will also directly engage with Save the Children members for specific proposal development processes.


Depending on needs, s/he will also support the PDQI Director and PDQI team on specific tasks.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


SCOPE OF ROLE:

Key working relationships: Ensures appropriate coordination between Technical Experts, MEAL, Operations, PDQI Director, Finance, Awards, HR, Supply Chain, GRSSA, Partnerships, Risk & Compliance, and other necessary stakeholders to establish and execute a strong proposal development process.


KEY AREAS OF ACCOUNTABILITY


Proposal Management – 30% 


  • Support the Head of NBD in the coordination of the proposal development process for specific funding opportunities with PDQI Technical Specialists, MEAL, Operations (for field team inputs, logistics requirements, costings, etc.), GRSSA, Awards Management, Finance, Awards, Partnerships, Risk & Compliance, and HR (for staffing requirements).
  • Draft proposal development schedules and track timelines, ensuring and facilitating coordination amongst teams (i.e. PDQI/TE, MEAL, Operations, Finance, Supply Chain, HR, Partnerships, Awards, Risk & Compliance, and GRSSA).
  • In collaboration with the Head of NBD, Members, and Regional Office, share technical assistance, compliance information/guidance, and other resources to support proposal development needs.
  • Support the Finance team, PDQI/TE/MEAL, Operations, Supply Chain, and other necessary stakeholders to develop proposal budget. 

Proposal Writing (40%)


  • Draft key sections of the proposals that are standard inputs – such as capability statements, country context, and programme experience, while drawing on the expertise of technical specialists, MEAL, Operations, Finance, HR, and GRSSA.
  • Ensure overall proposal logical flow and clarity of writing, consistency across documents, and provide copy-editing support for proposals. 
  • Maintain a repository of activity descriptions, capacity statements, and other relevant writing selections which can be utilized for proposal development. 

Capture Planning and Opportunity Preparation – 20%


  • Work with the Head of NBD, PDQI/TE, and Operations to gather information about potential donors (e.g. corporate sector scoping exercise) to proactively identify funding opportunities.
  • Support the Head of NBD to strengthen country office capabilities on long-term capture planning for major forthcoming funding opportunities.
  • Proactively address challenges that may hinder the proposal development process.

Continuous Learning & Knowledge Management – 10% 


  • Ensure that all appropriate donor and Save the Children resources, templates, and tools are available to relevant staff, as well as a clear understanding of donor requirements.
  • Maintain strong knowledge management systems (OneNet, Workplace, Teams, etc.) to support intra-country office communication and continuous learning. 
  • Ensure all proposals and related documents are saved and circulated and work with Awards and Operations teams to share programme results and lessons learned.

QUALIFICATIONS 


University Degree in development studies or relevant technical field.


EXPERIENCE AND SKILLS
Required 


  • Minimum 1 year work experience in the humanitarian sector/with NGOs
  • Demonstrated experience in coordinating and facilitating the development of proposals to institutional donors, multilateral agencies, corporate donors, and/or foundations.
  • Demonstrated ability to solve issues through critical thinking, analysis, definition of a clear way forward and ensuring buy in.
  • A high degree of attention to detail, ability to crosscheck information across documents to address discrepancies, ability to develop / proofread documents to make them donor ready (including language and formatting)
  • Excellent writing skills (in English)
  • Good analytical skills
  • Can-do attitude and fast learner
  • Ability to lead tasks (eg. proposal development) to on-time completion under significant pressure.
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure.

Desirable


  • INGO, NGO, or nonprofit experience and an excellent grasp of operational issues.
  • Experience in developing project or proposal budgets.
  • Familiarity with local context and funding landscape.
  • Excellent interpersonal and networking skills
  • Analytical skills
  • Working knowledge of PowerBi / proficiency in Excel is a plus

Position holder will be based in Istanbul or Hatay, therefore legal right to work in Türkiye is necessary at the time of application.
